Role Context
The
Senior FM Specialist will provide site-based operational oversight across large workforce accommodation and community assets where service reliability directly affects resident welfare, facility safety, asset condition, and day-to-day continuity.
The role combines contractor governance with practical facilities supervision. It will assess hard FM systems, soft services, catering, sanitation, maintenance performance, asset data, handover readiness, and resident service issues while ensuring outsourced providers meet contractual commitments and measurable performance standards.
Key Responsibilities
* Oversee daily Integrated Facilities Management activities across workforce accommodation, residential blocks, dining facilities, common areas, and supporting infrastructure.
* Conduct systematic field inspections covering asset condition, cleanliness, maintenance standards, hygiene, safety, and overall service performance.
* Monitor IFM contractors against contractual requirements, approved procedures, Service Level Agreements, and Key Performance Indicators.
* Review contractor response times, service quality, manpower deployment, preventive maintenance completion, and work order closure.
* Identify engineering defects, maintenance failures, operational shortcomings, and recurring service issues requiring corrective action.
* Track corrective actions through completion and verify that contractors close deficiencies within required timeframes.
* Assess contractor staffing levels, supervision arrangements, workforce deployment, and service coverage across assigned facilities.
* Inspect cleaning, janitorial, waste management, pest control, catering, and other soft FM services.
* Audit kitchens, food storage areas, preparation zones, dining facilities, and mass-catering operations for hygiene and food safety compliance.
* Inspect bedrooms, washrooms, sanitation facilities, communal spaces, and welfare areas for appropriate cleanliness and accommodation standards.
* Monitor waste collection, segregation, recycling, disposal, and pest management performance.
* Provide technical oversight of hard FM activities covering HVAC, electrical, plumbing, water distribution, lighting, and basic building services.
* Review planned preventive maintenance schedules and verify completion against approved maintenance requirements.
* Monitor corrective maintenance activities and recurring equipment failures.
* Assess condition, availability, and reliability of critical assets and building systems.
* Review work orders, service requests, outstanding defects, and maintenance backlogs.
* Verify accuracy of asset registers, maintenance records, lifecycle information, and equipment status.
* Support asset condition assessments and identify opportunities for improved maintenance strategies.
* Represent City Operations and Asset Management during joint inspections, snagging, commissioning, and handover activities.
* Inspect newly completed residential blocks and facilities for operational readiness before acceptance.
* Identify handover defects, access limitations, incomplete documentation, maintainability concerns, and unresolved operational risks.
* Track snagging and commissioning issues until formally closed.
* Review operation and maintenance manuals, warranties, maintenance plans, asset information, and handover records.
* Verify that assets can be safely accessed, inspected, maintained, and operated following handover.
* Monitor resident maintenance requests, complaints, grievances, and recurring service concerns.
* Coordinate with contractors to achieve timely resolution of resident-facing maintenance and service issues.
* Escalate persistent, high-risk, or contractually significant service failures to Asset Management and City Operations leadership.
* Maintain inspection logs, incident records, service failure reports, corrective action trackers, and contractor performance records.
* Prepare daily and weekly FM reports, management summaries, SLA updates, KPI assessments, and operational dashboards.
* Analyse service trends, repeat failures, maintenance patterns, and contractor performance to identify practical improvement opportunities.
* Coordinate with Asset Management, City Operations, HSE, Security, Community Management, contractors, residents, and other stakeholders.
* Support emergency response, incident management, business continuity, and recovery activities affecting residential communities.
* Promote consistent attention to worker welfare, safety, hygiene, service quality, and operational resilience.
* Support continuous improvement initiatives aimed at increasing asset reliability and contractor effectiveness.
Ideal Profile
The position requires a diploma or bachelor\'s degree in Facilities Management, Mechanical Engineering, Electrical Engineering, Civil Engineering, Building Services, or another related technical discipline.
Candidates should have at least 10 years of facilities management experience with substantial hands-on responsibility for site supervision, outsourced service providers, and contractor performance.
Experience within workforce villages, high-density residential compounds, remote camps, large accommodation developments, or similar operational environments is particularly relevant.
The successful candidate should understand both hard and soft FM delivery, including HVAC, electrical systems, plumbing, water services, planned maintenance, corrective maintenance, cleaning, catering, waste management, pest control, and sanitation.
Strong knowledge of PPM, CMMS or CAFM workflows, work orders, service requests, asset registers, equipment condition monitoring, and maintenance performance is important.
Candidates should be comfortable interpreting FM contracts, service specifications, SLA requirements, KPI scorecards, and contractor scopes of work.
Practical experience with snagging, commissioning, asset handover, O and M documentation, warranties, operational readiness, and lifecycle maintenance will strengthen suitability.
