Role Context
The Soft
The role will combine contractor governance with hands-on operational oversight, ensuring that food services, cleaning, laundry, sanitation, waste, pest control, landscaping, recreation areas, prayer facilities, and resident support functions operate reliably as occupancy changes. Strong control of SLAs, KPIs, budgets, inspections, incidents, and resident feedback will be essential to maintaining safe and suitable living conditions at scale.
Key Responsibilities
* Lead daily soft facilities management operations across the workforce accommodation village.
* Oversee integrated soft services contractors and specialist vendors.
* Monitor contractor performance against approved Service Level Agreements and Key Performance Indicators.
* Review service quality trends and address recurring performance shortfalls with corrective action plans.
* Manage daily operations covering mass catering, housekeeping, laundry, waste management, pest control, and landscaping.
* Verify that service frequencies and staffing levels remain suitable for actual resident occupancy.
* Coordinate resource deployment across accommodation blocks, communal facilities, and support areas.
* Review vendor invoices against contracted services, performance records, and approved commercial terms.
* Manage the soft services operating budget and monitor expenditure against forecast.
* Identify opportunities to improve service efficiency without reducing welfare, hygiene, or safety standards.
* Lead mobilization of soft services for newly completed accommodation modules and facilities.
* Develop operational readiness plans ahead of resident occupation.
* Coordinate phased handovers as buildings move from construction completion into active use.
* Confirm catering, cleaning, laundry, waste, recreation, and other support services are operational before occupancy.
* Coordinate service ramp-up and ramp-down according to changes in resident population.
* Align vendor manpower, consumables, transport, equipment, and operating hours with occupancy forecasts.
* Conduct routine inspections of accommodation rooms, common areas, kitchens, dining facilities, and welfare spaces.
* Monitor cleanliness, sanitation, hygiene, ventilation, and general housekeeping conditions.
* Verify compliance with applicable local requirements and worker welfare standards.
* Monitor food preparation, storage, handling, serving, and kitchen hygiene practices.
* Support implementation of HACCP or equivalent food safety controls where applicable.
* Coordinate corrective actions when hygiene or welfare inspections identify deficiencies.
* Work closely with HSE teams on sanitation controls, welfare inspections, emergency response, and incident prevention.
* Coordinate interfaces with on-site medical or clinic services where resident welfare support is required.
* Participate in emergency drills and community response planning.
* Support investigation of incidents associated with hygiene, catering, waste, overcrowding, or resident welfare.
* Establish clear channels for resident feedback, complaints, and service requests.
* Monitor grievances and ensure issues are assigned, investigated, and closed within appropriate timelines.
* Analyze recurring complaints to identify systemic service problems.
* Maintain visibility of resident satisfaction and service quality indicators.
* Coordinate upkeep and scheduling of prayer halls, recreation areas, sports zones, and communal spaces.
* Ensure community facilities remain clean, safe, accessible, and appropriately managed.
* Support programming and use of community spaces in line with resident needs and operational requirements.
* Coordinate with Security teams on access control, crowd management, resident movements, and safety arrangements.
* Support management of high-occupancy periods, shift changes, meal peaks, and community events.
* Maintain coordination with facilities, accommodation, logistics, HSE, security, and community management functions.
* Prepare soft services performance reports covering KPIs, incidents, inspections, complaints, and corrective actions.
* Maintain records of vendor performance meetings, inspections, service failures, and agreed actions.
* Track recurring service risks and escalate significant concerns to senior management.
* Support audits and compliance reviews involving welfare, sanitation, catering, and accommodation services.
* Ensure service providers maintain required licenses, certificates, training records, and operating documentation.
* Drive continuous improvement across soft services through performance reviews and practical operational changes.
Ideal Profile
The position requires a bachelor\'s degree in a relevant discipline.
Candidates should have at least 10 years of facilities management experience, including a minimum of three years directly managing large workforce accommodations, remote camps, labor villages, or high-density residential facilities.
The successful candidate should have practical experience managing multiple soft services contractors in a demanding operational environment.
Strong knowledge of large-scale catering, housekeeping, laundry, sanitation, waste management, pest control, landscaping, and community services is important.
Candidates should be experienced in applying SLAs and KPIs to measure vendor performance and drive corrective action.
A good understanding of workforce welfare, accommodation standards, hygiene requirements, food safety, and resident grievance processes is required.
Experience mobilizing new accommodation blocks or facilities from construction completion into occupancy will be valuable.
The role requires confidence managing fluctuating resident populations and adjusting contractor resources without disrupting service continuity.
Professional facilities management credentials such as BIFM or IWFM qualifications are highly desirable.
Food safety certification such as HACCP or ServSafe will strengthen suitability.
The successful candidate should demonstrate strong contractor management, conflict resolution, budgeting, inspection, reporting, and multicultural team leadership capabilities.
