Providing the strategic direction for the department/section
Supporting the Chief Financial Officer in providing financial management information and advise to senior management on financing and accounting aspects
Effectively monitoring, interpreting and challenging financial results and communicating issues, risks, opportunities and trends, and performance outlook to the management team on a timely basis
Advising the Chief Financial Officer in directing the operations of reporting areas - budgeting, planning, accounting; investment management and mergers and acquisitions; revenue management and budgeting and treasury activities, and monitoring performance on a regular basis
Providing inputs for finance standards and procedures
Developing and communicating budgetary guidance, financial management policies/procedures, and advising the Chief Financial Officer on the requirements and implementation of the laws and regulations
Advising the Chief Financial Officer on approved accounting practices to ensure that financial statements and reports accurately reflect the status of the relevant accounts and provide reliable information to control operations
Monitoring adherence to the financial standards and procedures and identifying opportunities for improvement and resolve any discrepancies
Participating in policy changes and decision making regarding resource allocation and future direction and control of finance initiatives
Reviewing the account statements produced within the department/section regularly and suggesting reform initiatives to improve the efficiency of accounting and financial control
Coordinating with internal audit and external audit agencies and providing timely support for all disclosures and compliance required
Responsibilities
Budgeting, Planning and Reporting
Overseeing the timely and accurate provision of management accounts (including cash flow and balance sheet) and supporting analysis to the senior management
Reporting on and ensuring integrity and completeness of, management information contained in the financial systems, including controllable balance sheet items, cash position and forecasting
Ensuring timely preparation of periodic and yearly financial statements as per statutory accounting regulations
Overseeing all accounts, ledgers and reporting systems on a regular basis and ensuring compliance with required accounting standards and other regulatory requirements like audit principles
Maintaining internal control safeguards so as to ensure ethical working in the department/section
Coordinating all audit activities including internal and external
Managing cash flow and forecasting and developing a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs
Overseeing systems development and maintenance
Overseeing the maintenance and updating of the financial systems in order to keep pace with organizational changes and makes recommendations if a replacement is necessary
Ensuring financial processes and systems are reflective of and responsive to the needs of management and senior management
Coordinating with other departments/sections
Developing a clear development strategy and annual plan for the facility, in conjunction with the management committee and facility department/section
Contributing to the development of the annual strategic business plan incorporating a collaborative approach with other facilities and other senior management
Coordinating and communicating with senior management to ensure the strategic goals of SEHA are being met
Assisting direct reports in establishing strategic plan, goals, and objectives and provides leadership on their implementation
Liaising and collaborating with internal and external auditors as well as with finance departments across the group
Supporting the development and implementation of cross-division coordination mechanisms and information sharing
Maintaining client service standards
Providing support to clients through the development of new programs reflecting best global and regional practices
Providing consultative services to the facility's leadership and employees on all finance related matters, including involvement in actual working of the department/section for monitoring the customer service levels
Managing the team
Checking workload, performance management, day to day supervision, training and orientation of the staff
Planning and supervising the day to day activities of the department/section; streamlining processes wherever possible
Evaluating workload, conducting performance evaluation and initiating necessary disciplinary actions
Providing on the job training and orienting the team during course of work
Supporting the identification of the training requirements of the team and communicating the same for the benefit of the training department/section
