The Roads and Transport Authority (RTA) in Dubai is seeking accomplished data governance specialists and digital innovation leaders to advance its journey towards becoming a fully data-driven organization. These roles are critical in enabling evidence-based decision-making, driving smart mobility transformation, and shaping Dubai’s digital future.

Job Overview
Data Governance and Innovation Leaders will contribute to developing and implementing enterprise-wide data strategies, building robust data ecosystems, driving AI adoption, and ensuring compliance with international data management standards. This is a unique opportunity to work on strategic national programs and support Dubai’s ambitions as a global smart city.
Key Responsibilities
- Develop and oversee enterprise-wide data governance frameworks, policies, and best practices
- Define and execute data strategies and architectures aligned with RTA’s strategic objectives
- Lead data quality initiatives, metadata management programs, and master data management efforts
- Drive cross-functional collaboration to deliver integrated data solutions and digital platforms
- Promote adoption of AI/ML technologies and advanced analytics across RTA sectors
- Collaborate with internal stakeholders, government agencies, and external partners to enhance data-driven operations
- Ensure full compliance with national data protection standards, GDPR, and other regulatory frameworks
- Mentor and build high-performing data teams to sustain innovation and operational excellence
Required Skills and Experience
Education:
- Bachelor’s, Master’s, or PhD in Data Science, Computer Science, Information Technology, Engineering, or a related field from an accredited university
Experience:
- 8 to 15+ years of relevant experience in data management, governance, architecture, or digital innovation leadership roles
- Demonstrated success in leading enterprise-level data governance or large-scale digital transformation projects
Skills:
- Expertise with tools and platforms such as Hadoop, Cloudera, Python, R, SQL, Azure, and TensorFlow
- Strong knowledge of data governance frameworks, metadata management, and AI/ML solution deployment
- Proven project management capabilities with certifications such as TOGAF, DAMA, PMP, ITIL, or COBIT preferred
- Excellent stakeholder engagement, leadership, and communication skills
- Ability to innovate, strategize, and deliver measurable results in a government or large enterprise environment
