HSE Engineer – Metro Construction Projects – Dubai, UAE
Role Summary
The HSE Engineer – Dubai, UAE will support Parsons Corporation on a metro construction project by ensuring strict compliance with corporate, contractual, and legal HSE requirements. The role involves close coordination with contractors, safety officers, and the HSE Manager to implement best practices in health, safety, and environmental management. The position requires experience in construction, tunneling, and metro projects, with a strong background in audits, inspections, and safety planning.

What You’ll Do
* Implement Parsons’ HSE policy and project-specific HSE plans, ensuring compliance with legislation and project requirements
* Liaise with contractors and the HSE Manager to improve HSE practices on-site
* Monitor contractor activities to ensure compliance with safety standards and hazard control measures
* Review and validate Hazard Analysis, Risk Assessments, Method Statements, and Job Safety Plans
* Conduct site inspections, HSE audits, and report safety concerns to the Resident Engineer for corrective action
* Oversee emergency preparedness, Permit to Work systems, toolbox talks, and HSE meetings
* Review and follow up on contractor incident/accident investigation reports and corrective actions
* Mentor and guide HSE Inspectors, ensuring effective field leadership and coverage during shifts and weekends
* Perform trend analysis of safety data to proactively identify risks and improve safety performance
* Ensure accurate documentation, monthly safety reports, and compliance with HSE requirements
Ideal Profile
* Bachelor’s degree in a relevant discipline such as Engineering or Occupational Health and Safety
* At least 10 years of HSE experience in construction, tunneling, metro, or major infrastructure projects
* Recognized HSE certifications such as NEBOSH, IOSH, OSHA, or equivalent (attested and valid in UAE)
* Strong knowledge of UAE HSE legislation, standards, and best practices
* Proven experience in incident investigation, safety audits, and risk assessment techniques
* Excellent communication and interpersonal skills with the ability to lead HSE inspectors
* Experience in consultancy firms and prior work on UAE metro projects preferred
* UAE driving license is an advantage
