Role Context
The Civil Inspector - Infrastructure Works will maintain continuous surveillance of assigned construction activities and provide accurate
The inspector will help prevent defective construction from progressing by identifying nonconformances early, documenting inspection findings, coordinating specialist tests, and monitoring corrective actions. This work will contribute directly to infrastructure durability, public safety, accurate project records, and successful handover.
Key Responsibilities
* Inspect civil, structural, irrigation, landscaping, and infrastructure construction activities against approved contract requirements.
* Perform continuous surveillance of assigned work areas to verify professional workmanship and compliant execution.
* Review approved drawings, specifications, method statements, inspection plans, and material submissions before site inspections.
* Conduct or witness soil compaction, moisture content, aggregate grading, and related earthworks tests.
* Monitor concrete activities including reinforcement, formwork, concrete slump, air entrainment, cube testing, compression testing, and coring.
* Verify construction lines, elevations, grades, dimensions, offsets, and tolerances through survey records and field observations.
* Inspect piling installation to confirm location, alignment, depth, installation records, and required bearing performance.
* Monitor underground piping for correct bedding, alignment, gradient, jointing, protection, and leak tightness.
* Witness hydraulic, pressure, flushing, and other acceptance tests for piping and utility systems.
* Check piping layouts against approved drawings and piping and instrumentation diagrams where applicable.
* Inspect irrigation pipelines, valves, chambers, sleeves, controllers, sprinklers, drip systems, and associated landscape infrastructure.
* Verify landscaping works including soil preparation, planting areas, hardscape interfaces, and irrigation coverage.
* Perform visual and technical inspection of structural steel, bolts, coatings, welding, and metal components.
* Witness destructive and nondestructive material tests when required, including dye penetrant, radiographic, tension, compression, paint thickness, and resistivity testing.
* Check bolt torque results and confirm that structural connections satisfy approved requirements.
* Inspect painting, protective coatings, and insulation for specified thickness, coverage, continuity, and surface preparation.
* Review electrical installations associated with infrastructure works for grounding, circuit integrity, and regulatory compliance.
* Verify alignment, positioning, and balancing of installed equipment where included in assigned inspection duties.
* Coordinate with laboratory technicians, surveyors, engineers, contractors, and specialist testing agencies.
* Record inspection results, test observations, photographs, measurements, rejected work, and corrective actions.
* Document nonconforming work and support the technical review of proposed corrective measures.
* Verify that approved corrective actions are completed before requesting closure of nonconformance records.
* Maintain clear daily reports covering activities inspected, labor, equipment, site conditions, tests, and construction progress.
* Participate in developing quality control procedures, inspection checklists, and quality reports.
* Assist with job safety practices and contribute information for safety observations and reports.
* Identify hazardous activities or unsafe conditions and report them immediately to the responsible project personnel.
* Confirm that contractors follow approved health, safety, and environmental procedures.
* Administer or witness welder qualification testing when required and within the inspector\'s technical competence.
* Support measurement, as-built verification, snagging, final inspection, and project handover activities.
* Perform additional inspection responsibilities appropriate to the assigned discipline and project needs.
Ideal Profile
* Associate degree or bachelor\'s degree in Civil Engineering, Construction, or a related technical discipline.
* A high school qualification combined with substantial relevant technical experience may also be considered.
* Minimum 5 years of construction inspection or supervision experience.
* Technical experience in irrigation, landscaping, civil infrastructure, and associated construction works.
* Recent experience supervising irrigation activities in Dubai would be an advantage.
* Strong ability to read and interpret construction drawings, specifications, schedules, and technical procedures.
* Practical understanding of earthworks, concrete, structural works, underground utilities, piping, and landscape infrastructure.
* Familiarity with field sampling, laboratory testing, inspection requests, and construction quality documentation.
* Knowledge of destructive and nondestructive testing methods relevant to construction materials.
* Ability to recognize defective workmanship, unsuitable materials, and deviations from approved requirements.
* Experience documenting nonconformances and monitoring corrective actions.
* Good understanding of construction sequences and standard industry work procedures.
* Strong attention to detail and the ability to maintain accurate, defensible inspection records.
* Excellent written and spoken English communication skills.
* Ability to communicate findings clearly to engineers, contractors, supervisors, and project management personnel.
* Proficiency in Microsoft Office, basic computer applications, and project management software.
* Willingness to work at active field locations and move between assigned project areas when required.
