Role Context
The Quantity Surveyor - Infrastructure
The Quantity Surveyor will also help identify emerging commercial risks by monitoring variations, claims, provisional sums, dayworks, contract notices, and forecast expenditure. Accurate records and timely reporting will be essential to protecting the client\'s financial and contractual position.
Key Responsibilities
* Conduct joint site measurements with the contractor\'s quantity surveying team.
* Measure completed roadworks, structures, utilities, and associated infrastructure activities.
* Verify quantities included in monthly Interim Payment Applications against approved drawings, bills of quantities, inspection records, and actual site progress.
* Apply the specified method of measurement, including POMI, CESMM, or an equivalent project standard.
* Prepare measurement sheets, valuation summaries, and Interim Payment Certificates.
* Confirm that measured work has achieved the required quality status before recommending payment.
* Assist in evaluating variation submissions, site instructions, engineer\'s instructions, and scope changes.
* Prepare detailed quantity take-offs, cost estimates, and rate build-ups for additional or modified work.
* Review proposed rates against contract prices, resource inputs, quotations, and market evidence.
* Maintain the Variation Register and ensure every change is supported by complete commercial documentation.
* Coordinate with the contractor\'s quantity surveyor to resolve measurement, valuation, and pricing queries.
* Support the assessment of contractor claims for additional payment and Extension of Time.
* Compile site diaries, correspondence, instructions, progress records, and contemporaneous evidence for claims analysis.
* Prepare draft commercial assessments and contractual responses for review by the Senior Quantity Surveyor.
* Maintain trackers for bill of quantities utilization, provisional sums, prime cost items, contingencies, and dayworks.
* Contribute to monthly cost reports, cash flow forecasts, and Anticipated Final Cost reports.
* Identify potential cost overruns, depleted BOQ items, unapproved expenditure, and emerging commercial exposure.
* Escalate significant cost or contractual risks to senior commercial and project management personnel.
* Maintain organized records of contractual correspondence, notices, approvals, instructions, and commercial decisions.
* Track contractual notice periods, time bars, submission deadlines, and response dates.
* Verify that contractor insurance policies, performance bonds, advance payment guarantees, and other securities remain valid.
* Review the commercial elements of subcontractor and supplier submissions where required.
* Cross-check payments relating to nominated subcontractors against the contractor\'s payment applications.
* Maintain measurement books, daywork sheets, site instruction registers, and payment records.
* Coordinate with engineers and inspectors to confirm quantities, work completion, and acceptance status.
* Support the preparation and agreement of the Final Account.
* Compile variation summaries, claim adjustments, measurement reconciliations, and final payment schedules.
* Prepare supporting documentation for the Final Statement and commercial closeout.
* Assist with retention release and commercial matters arising during the Defects Liability Period.
* Attend progress, commercial, and coordination meetings and record agreed actions.
* Produce accurate commercial reports and provide current information on payments, variations, claims, and forecast costs.
Ideal Profile
* Bachelor\'s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
* Relevant experience in quantity surveying, measurement, valuation, or commercial administration.
* Practical exposure to roads, structures, utilities, or major infrastructure projects is preferred.
* Experience working within a consultant, supervision, contractor, or project management environment.
* Strong knowledge of bills of quantities, interim valuations, payment certification, and final accounts.
* Familiarity with POMI, CESMM, or equivalent measurement standards.
* Understanding of contract conditions, variation procedures, claims assessment, notices, and time bars.
* Ability to interpret engineering drawings, specifications, site records, and contractual documents.
* Experience preparing quantity take-offs, rate analyses, cost reports, and cash flow forecasts.
* Awareness of Dubai authority requirements, including RTA, Dubai Municipality, and DEWA procedures.
* Strong numerical, analytical, documentation, and record-management abilities.
* Good written and spoken English communication skills.
* Ability to coordinate professionally with clients, contractors, consultants, engineers, and inspectors.
* High attention to detail and the ability to manage several commercial workstreams simultaneously.
