Role Context
The Interface Manager - Digital Infrastructure will lead the interface control framework for complex digital infrastructure delivery across a major Riyadh program. The role requires strong command of technical and contractual interfaces, digital masterplans, fixed and mobile networks, MMR and POP planning, data center integration, utility coordination, authority approvals, cybersecurity considerations, BIM and GIS coordination, operational readiness, and final acceptance evidence. By managing interfaces from design through construction, commissioning, IST, ORAT, and handover, the position helps reduce delivery risk, protect masterplan intent, and ensure all digital infrastructure packages integrate cleanly across disciplines and stakeholders.
Key Responsibilities
* Define interface management procedures, workflows, governance structures, and reporting methods for design, engineering, construction, and delivery teams.
* Establish the interface control framework across digital infrastructure packages including fiber networks, towers, data centers, utilities, smart systems, MMRs, POPs, and telecom corridors.
* Chair interface coordination meetings and ensure actions, decisions, risks, and dependencies are tracked against project standards and masterplan requirements.
* Identify and document all technical, contractual, operational, authority, and stakeholder interfaces across digital infrastructure workstreams.
* Maintain and update Interface Control Documents across disciplines, contractors, consultants, EPCs, operators, utility providers, and client teams.
* Develop and control interface registers, issue logs, dependency trackers, mitigation plans, escalation records, and closure evidence.
* Track interface risks, unresolved issues, delayed inputs, third-party dependencies, design conflicts, and construction coordination gaps.
* Ensure clash detection and resolution is properly managed through BIM and GIS integration processes.
* Review district CMP and DMP submissions to confirm interface requirements, access corridors, utility dependencies, and construction coordination needs are addressed.
* Coordinate between design managers, engineering managers, construction managers, consultants, contractors, and operators to resolve interface conflicts.
* Facilitate approvals and change management for cross-disciplinary modifications affecting digital infrastructure, utilities, smart systems, and operational requirements.
* Monitor adherence to interface milestones and escalate delays, deviations, unresolved decisions, or non-compliant submissions.
* Support commissioning, Integrated Systems Testing, and Operational Readiness and Airport Transfer style readiness activities by ensuring interfaces are resolved and ready for handover.
* Ensure digital infrastructure interfaces comply with applicable codes and standards including TIA, BICSI, SBC, IEC, IEEE, MOMRAH, and CST requirements.
* Validate that safety, resilience, cybersecurity, maintainability, and operational access considerations are built into interface decisions.
* Act as the primary point of contact for interface topics with authorities and key stakeholders including SEC, NWC, CST, MOMRAH, SDAIA, and HCIS.
* Manage interface alignment with external concessionaires, TowerCo, FiberCo, data center operators, mobile network operators, utilities, and service providers.
* Represent interface status, risks, decisions, and closure progress in client, owner, and steering committee forums.
* Ensure Operations and Maintenance teams are engaged in interface reviews to validate accessibility, maintainability, monitoring, handover, and lifecycle requirements.
* Support red-line drawing reviews and as-built integration across multiple contractors and delivery packages.
* Provide interface closure evidence for Provisional Acceptance and Final Acceptance processes.
* Lead the interface management team, assign responsibilities across packages, and monitor performance against interface deliverables.
* Promote collaboration, transparency, accountability, and structured communication between disciplines, EPCs, consultants, authorities, and contractors.
* Mentor junior interface coordinators and improve interface processes through lessons learned, quality reviews, and continuous improvement.
Ideal Profile
* Bachelor’s degree in Engineering, ICT, Telecommunications, Digital Infrastructure, Project Management, or a related discipline.
* Professional certifications in interface management, project management, systems integration, telecommunications, BIM, GIS, or digital infrastructure are preferred.
* Minimum 10 years of experience in interface management, digital infrastructure coordination, telecoms, ICT, smart city systems, utilities, data centers, or major infrastructure delivery.
* Strong experience managing Interface Control Documents, interface registers, cross-discipline coordination, BIM and GIS clash resolution, authority interfaces, operator interfaces, risk closure, and handover evidence.
* Proven city-wide digital infrastructure leadership experience covering masterplans, implementation roadmaps, fixed networks, mobile networks, MMRs, POPs, data centers, resilience, standards, and design authority governance.
* Strong delivery experience from RFP through design, construction, testing, cutover, operational readiness, provisional acceptance, and final acceptance.
* Experience coordinating consultants, EPC contractors, utilities, authorities, mobile network operators, tower companies, fiber operators, data center operators, and client stakeholders.
* Strong knowledge of digital infrastructure interface requirements for fiber routes, tower locations, duct corridors, network rooms, data centers, smart systems, and utility corridors.
* Familiarity with standards and authority requirements such as TIA, BICSI, SBC, IEC, IEEE, MOMRAH, CST, and related local approval processes.
* Understanding of cybersecurity, resilience, safety, O and M access, maintainability, commissioning, IST, ORAT, and handover requirements.
* Ability to lead interface meetings, resolve conflicts, manage approvals, escalate risks, and maintain clear decision records.
* Strong stakeholder management capability with the ability to work in an integrated client and PMC office environment.
