Role Context
The HSE Officer will work closely with construction teams, project personnel, contractors, and HSE specialists to strengthen day-to-day safety performance on site. The
role is designed for UAE Nationals, including fresh graduates who want to build practical experience in construction safety, hazard identification, inspections, incident prevention, and regulatory compliance. Consistent site monitoring and early intervention will help reduce operational risks while supporting a strong safety culture across project activities.
Key Responsibilities
* Monitor construction activities and verify that work is performed using approved safe working practices.
* Check compliance with applicable government regulations, OSHAD requirements, and Parsons Corporation HSE procedures.
* Conduct routine site inspections and safety walk-downs across active work areas.
* Identify unsafe acts, hazardous conditions, and emerging site risks.
* Report safety concerns promptly and recommend practical corrective measures.
* Provide HSE guidance to construction personnel and project teams during daily operations.
* Participate in toolbox talks, safety meetings, awareness campaigns, and project HSE initiatives.
* Deliver HSE inductions to employees, contractors, workers, and site visitors.
* Support safety awareness sessions covering project-specific hazards and control measures.
* Assist with investigation of incidents, near misses, and unsafe occurrences.
* Gather relevant information and support preparation of investigation records.
* Track corrective actions arising from inspections, investigations, and safety observations.
* Coordinate with contractors and HSE team members to ensure agreed actions are implemented.
* Monitor work areas for compliance with personal protective equipment requirements and safe access procedures.
* Support implementation of project HSE plans, procedures, and control measures.
* Maintain inspection records, observation reports, induction records, and other safety documentation.
* Escalate significant hazards or repeated non-compliance to the appropriate HSE or project management personnel.
* Encourage workers to report hazards and participate actively in safe working practices.
* Recognize positive HSE performance and reinforce good safety behaviors on site.
* Contribute to the project\'s Zero Accidents objective through continuous hazard identification and prevention activities.
