Role Context
The Cost Control Engineer - Project Controls will help maintain strong financial discipline across project execution by reviewing budgets, commitments, forecasts, VOWD, change control, cost phasing, invoices, and contractor cost submissions. The position is central to project controls because it converts complex cost data into accurate reports, variance explanations, budget utilization updates, and management recommendations. By coordinating with project management, procurement, finance, consultants, PMCs, contractors, and ADNOC reporting teams, the role supports cost transparency, contract compliance, and effective control of capital and operating budgets.
Key Responsibilities
* Review and manage project cost control activities covering budgets, commitments, VOWD, forecasts, change control, source currency cost phasing, and cost reporting.
* Maintain cost management tools, cost logs, cost registers, and project reports with accurate and complete cost data.
* Provide assurance to project management that final forecast cost and value of work done are accurate, current, and supported by proper documentation.
* Prepare commentary and practical insight on cost performance, cost trends, forecast changes, budget utilization, and variance movements.
* Support monthly coordination and consolidation of project cost information for management review and project controls reporting.
* Provide weekly and monthly cost input for overall project controls reports, dashboards, summaries, and governance updates.
* Coordinate with procurement and finance teams to clarify roles, improve cost coding accuracy, and support smooth cost management workflows.
* Ensure correct coding of requisitions, purchase orders, contracts, invoices, estimates, payment records, and project cost documents.
* Develop and maintain required cost logs and registers in line with approved procedures, guidelines, and project controls requirements.
* Monitor contractor compliance with contractual cost control obligations and cost requirements defined in contract call-offs.
* Support verification of contractor and supplier invoices for payment through approved payment certificates and supporting documentation.
* Investigate and analyze cost data to prepare reports highlighting budget utilization, cost variance, forecast risk, and corrective action requirements.
* Evaluate contractor variation requests and claims through detailed review of cost submissions, entitlement, assumptions, supporting documents, and contractual rates.
* Prepare counter estimates for variations using contract schedules of unit rates, approved scope details, cost benchmarks, and project assumptions.
* Submit clear recommendations to management for approval of variations, claims, estimates, and cost-related decisions.
* Prepare monthly cost status reports and periodic project cost information reports for ADNOC review.
* Support preparation and update of annual capital and operating budgets for the Projects Group.
* Review cost estimates submitted by Pre-FEED engineers, FEED engineers, PMCs, consultants, and contractors.
* Apply oil and gas cost control standards, budgeting principles, estimation techniques, and project governance requirements in all cost reviews.
* Identify potential overruns, cost coding issues, forecast gaps, estimate weaknesses, and control risks, then escalate with practical recommendations.
* Maintain auditable project cost records and ensure all reporting outputs are consistent, traceable, and aligned with approved procedures.
Ideal Profile
* Bachelor Degree in Engineering or an equivalent professional qualification.
* Minimum 8 years of experience in cost control for large projects within the Oil and Energy sector.
* Strong experience in project cost control, cost estimation, budgeting, forecasting, VOWD tracking, commitment reporting, and change control.
* Solid exposure to oil and gas project environments, including Pre-FEED, FEED, PMC, contractor, consultant, and major capital project interfaces.
* Thorough understanding of cost control principles, project budgeting, cost estimation methods, invoice verification, cost phasing, and variance analysis.
* Proven experience preparing and reviewing cost estimates submitted by Pre-FEED engineers, FEED engineers, PMCs, consultants, and contractors.
* In-depth knowledge of oil and gas industry codes, standards, contract cost requirements, unit rates, and project controls practices.
* Ability to evaluate variation requests, contractor claims, counter estimates, payment certificates, and cost-related contractual submissions.
* Cost estimation and cost control certification such as ACE is desirable.
* Working experience with cost estimation software such as k-base,
* PMP certification is preferred.
* Strong analytical skills with the ability to interpret complex cost data, explain movements, and provide management-ready recommendations.
* Able to coordinate effectively with project management, procurement, finance, contractors, consultants, PMCs, and internal stakeholders.
* Detail-focused approach to documentation, cost coding, reporting accuracy, contract compliance, and audit readiness.
