Role Summary
Azizi Developments is seeking a General Manager – Energy (Power Plants) to lead the full development and operational readiness of a coal-fired thermal power project under the Independent Power Producer (IPP) model. Based in Dubai with frequent travel to Afghanistan, this role involves managing the entire lifecycle of the power plant, including financing, permitting, construction, commissioning, and operations. The General Manager will provide strategic direction, oversee stakeholder engagement, and ensure the project achieves world-class standards in performance, safety, and compliance while contributing to energy security and infrastructure development in the region.

Key Responsibilities
* Oversee end-to-end development of a coal-fired thermal power plant, from concept to commissioning.
* Lead the IPP structure including financing, PPA negotiations, and regulatory compliance.
* Build and manage a multidisciplinary project team and external contractors.
* Ensure construction and commissioning meet international efficiency, safety, and environmental standards.
* Manage budgets, operational costs, and long-term O&M planning for financial sustainability.
* Act as a strategic advisor to the Chairman and Board on energy market developments and investment opportunities.
* Maintain strong relationships with government authorities, regulators, and local communities.
Ideal Profile
* Bachelor’s degree in Engineering, Energy Systems, or Power Engineering (Master’s or MBA preferred).
* 20+ years of experience in the energy sector, with 5+ years in senior leadership of thermal power projects.
* Proven expertise in IPP projects, including financing and stakeholder negotiations.
* Strong technical knowledge of coal-fired generation systems, turbines, and emissions control technologies.
* Demonstrated success in delivering large-scale power infrastructure projects.
* Excellent leadership, communication, and cross-border stakeholder management skills.
* Willingness to travel frequently to Afghanistan for site management and project oversight.
