Role Summary
The HSE and Fire Services Manager will lead and manage plant-level HSE activities, fire services, emergency preparedness, safety performance, risk management, compliance programs, and support services to ensure safe, reliable, and environmentally responsible operations. The role includes implementing HSE policies, managing fire prevention and response systems, driving audit close-outs, supporting operational plans and budgets, coordinating with internal and external stakeholders, and promoting a strong safety culture aligned with ADNOC Group standards and international best practices.
Key Responsibilities
* Lead the implementation and continuous improvement of plant HSE activities, systems, procedures, and support services.
* Support the development and maintenance of HSE policies, objectives, standards, and procedures in line with ADNOC Group requirements.
* Provide HSE advice, technical expertise, and training support to plant personnel and contractors to strengthen compliance and safety competence.
* Identify, assess, and manage HSE hazards and operational risks across site activities, products, services, plant facilities, and contractor operations.
* Develop and implement site-specific control measures to reduce safety, fire, environmental, and operational risks.
* Monitor HSE plan implementation and support periodic management reviews to ensure effective performance.
* Lead HSE performance monitoring, incident reporting, investigation, lesson sharing, and corrective action follow-up.
* Ensure timely close-out of improvement actions from audits, HSEIA recommendations, drills, exercises, and HSE committee meetings.
* Manage plant fire services and act as an emergency response team member during plant emergencies.
* Ensure quick and effective emergency response to protect people, environment, facilities, and company assets.
* Oversee inspection, testing, and maintenance of fire-fighting systems, fire protection equipment, and safety-critical facilities.
* Ensure protective standby services are available for high-risk site activities and emergency conditions.
* Lead fire prevention programs, emergency preparedness training, procedures, and compliance monitoring.
* Manage inventory planning for fire and emergency equipment, consumables, chemicals, spare parts, rescue equipment, and fire-fighting vehicles.
* Ensure mobile fire-fighting and rescue equipment remain in a full state of readiness.
* Coordinate with HSE Division, maintenance teams, operations teams, department heads, and other internal stakeholders to improve HSE performance.
* Liaise with neighbouring operating companies and ADNOC Group companies on mutual aid, emergency support, resource sharing, and HSE best practices.
* Develop long-term and short-term operational plans for the department in line with division objectives.
* Prepare and manage the department annual budget while monitoring expenditure, variances, and cost control.
* Develop and implement policies, processes, systems, internal controls, standards, and procedures aligned with company and international requirements.
* Support KPI development, performance objective cascading, and monitoring mechanisms within the department.
* Manage performance development, succession planning, talent pipeline support, and employee capability building with emphasis on UAE National development.
* Review and recommend department organization structure improvements to support business objectives and sustainable work practices.
* Support corporate integrated risk management by identifying, assessing, and mitigating relevant HSE and operational risks.
* Promote business ethics, code of conduct compliance, innovation, continuous improvement, and change management within the department.
* Ensure HSE training, induction, sustainability compliance, and safe working standards across the department.
* Prepare accurate management information reports, progress updates, and operational reports for company leadership.
Candidate Requirements
* Bachelor Degree in Science, Engineering, or an equivalent discipline.
* Minimum 12 years of experience in Health, Safety and Environment and Fire Services within gas plant or refinery operations.
* At least 6 years of supervisory or team leadership experience in HSE, fire services, emergency response, or industrial safety.
* Professional certification in HSE and Fire and Safety Management Systems.
* Strong working knowledge of HSE Management Systems, HSE auditing, HEMP, environmental emissions and discharges, and industrial risk control.
* Experience with incident command systems and incident investigation methodologies such as Tripod Beta, FTA, or TapRooT.
* Knowledge of radiological safety, industrial hygiene, gas dispersion modelling, explosion indices, ISO 14001, and OHSAS 18001.
* Strong understanding of fire prevention, emergency preparedness, fire protection equipment, rescue equipment, and safety-critical asset readiness.
* Ability to manage audits, drills, emergency exercises, HSEIA recommendations, corrective actions, and compliance reporting.
* Experience working with operations, maintenance, contractors, vendors, service providers, and external emergency coordination stakeholders.
* Strong leadership, planning, budgeting, communication, reporting, and stakeholder management skills.
* Ability to work in plant environments requiring daily site visits, outdoor exposure, and use of PPE including hard hats, masks, gloves, boots, EEBD, and SCBA during emergencies.
