Role Context
The HSE Engineer - Project Safety will support project execution by ensuring health, safety, and environmental requirements are embedded across project design, construction, commissioning, audits, contractor performance, HSE documentation, and site implementation. The position works closely with Group HSE, project managers, HSE engineers, consultants, contractors, auditors, government authorities, and statutory bodies to ensure HSE systems are implemented effectively. By reviewing HSE deliverables, conducting inspections, supporting HAZOP and safety studies, and leading audit planning, the role helps protect people, assets, environment, and project continuity.
Key Responsibilities
* Supervise, review, and develop HSE programs, procedures, training plans, work practices, controls, and policies in coordination with Group HSE Function.
* Review recommendations related to planned project expansion, modification, or closure where environmental, health, or safety risks may be introduced or affected.
* Implement HSE management requirements across assigned projects to ensure systems align with ADNOC policies, guidelines, expectations, and Codes of Practice.
* Review, evaluate, and analyze work environments to identify hazards and recommend controls for chemical, physical, biological, ergonomic, and operational risks.
* Design programs and procedures to control, eliminate, and prevent disease, injury, unsafe conditions, and environmental impact.
* Conduct inspections and enforce compliance with health, safety, environmental, and legal requirements.
* Supervise assigned personnel and coordinate unit activities to meet functional HSE objectives.
* Develop HSE scopes of work for consultants, contractors, and project service providers.
* Ensure project environmental management systems and performance comply with HSEIA, EIA codes, HSEIA guidelines, and project-specific HSEIA report recommendations.
* Review project safety and HSE target schedules to ensure targets are achieved effectively in line with corporate, company, and project requirements.
* Develop and update safety and environmental standards, procedures, and guidelines for internal use and contractor or consultant implementation.
* Develop and update annual HSE audit programs, audit plans, and training programs for assigned areas.
* Administer HSE documents and records to ensure compliance with integrated management system requirements.
* Review consultant design work to confirm alignment with company safety requirements and project scope of work.
* Support approval of safety studies, environmental studies, HSEIA documents, and project safety deliverables.
* Review safety and environmental work submitted by design consultants and contractors to ensure required quality and technical standards are maintained.
* Participate in HAZOP studies, environmental reviews, safety studies, accident investigations, and project report reviews.
* Participate in technical evaluations of tenderer submissions for new projects.
* Support approval processes for health, safety, and environmental impact assessment studies for new projects.
* Lead preparation of the annual sustainability report for the HSE Division and Corporate Support Directorate.
* Lead planning and coordination of resources for implementation of ADNOC HSE guidelines and Codes of Practice.
* Provide guidance and support to construction and commissioning teams on project site safety and environmental matters.
* Ensure modern safety technology and appropriate safety equipment are considered in project execution.
* Verify that local statutory requirements and other relevant regulations are applied in project safety and environmental planning.
* Review and endorse HSE documents submitted by consultants, contractors, and project teams.
* Conduct regular site visits to verify that HSE systems are fully implemented according to company requirements.
* Supervise the safety and health program and monitor enforcement of program elements.
* Periodically monitor project sites to determine adherence to company safety and health requirements.
* Maintain and upgrade health, safety, and environmental systems to support full implementation of HSE culture and accountability framework requirements.
* Configure and continuously improve HSE systems in line with ADNOC requirements and project needs.
* Conduct statistical analysis of HSE data and recommend actions based on trends, results, and performance findings.
* Develop fit-for-purpose HSE management systems in accordance with current requirements.
* Develop and implement HSE audit plans for project sites to verify compliance with company HSEMS requirements and expectations.
* Prepare annual HSE letters and management submissions.
* Establish document control systems for HSEMS, HSE programs, procedures, reports, permits, and associated records.
* Review and comment on project HSE deliverables across appraisal, select, FEED, and execute phases.
* Prepare, maintain, and submit safety reports and ensure environmental permits are submitted on time.
* Ensure safety, environmental, and occupational health compliance is reported to ADNOC Group HSE.
* Maintain current working knowledge of company, federal, provincial, local, environmental, safety, and occupational health regulations.
* Train and develop assigned staff to improve HSE competence and support delivery of business objectives.
* Provide input for budgets, approved work plans, and cost control activities related to HSE functions.
* Implement approved policies, systems, processes, standards, and procedures in line with company and international standards.
* Design and implement tools and techniques to improve process quality, operational safety, audit efficiency, and HSE reporting.
* Provide inputs for MIS reports, progress reports, management updates, and project HSE performance summaries.
Ideal Profile
* Bachelor Degree in Engineering, Science, or an equivalent discipline.
* Minimum 8 years of experience in safety engineering and HSE management systems.
* Experience in project HSE, operational safety, construction safety, environmental compliance, or oil and gas project environments is preferred.
* Diploma in Health and Safety Engineering is required or strongly preferred.
* Membership in a recognized international safety engineering organization is preferred.
* Strong knowledge of HSE management systems, HSEIA, EIA, HSE audits, environmental permits, safety procedures, and project HSE deliverables.
* Good understanding of hazard identification, risk assessment, accident investigation, HAZOP participation, safety studies, and environmental reviews.
* Experience reviewing consultant and contractor HSE documents, scopes of work, technical submissions, and design deliverables.
* Strong ability to conduct project site inspections, audit contractor performance, review compliance gaps, and follow up corrective actions.
* Knowledge of ADNOC HSE policies, accountability framework, Codes of Practice, HSEMS requirements, and integrated management systems.
* Good understanding of applicable safety, environmental, occupational health, and statutory regulations.
* Ability to prepare HSE reports, sustainability inputs, annual HSE letters, audit plans, training programs, and management updates.
* Good computer skills and ability to manage HSE records, document control, statistical analysis, and reporting systems.
* Good knowledge of English with the ability to communicate effectively with internal teams, contractors, consultants, auditors, and government bodies.
