Position Overview
The HSE Engineer - Safety Systems and Compliance role in Abu Dhabi Emirate, United Arab Emirates, is an Oil and Energy hiring opportunity responsible for monitoring safety performance across group operations and plant assets.

The position will serve as a focal point for HSE Management System implementation, support operational functions, conduct inspections and audits, investigate incidents, and recommend improvements that strengthen safety barriers and regulatory compliance.

Role Context
Large energy operations require consistent safety standards across equipment installation, plant start-up, loading, offloading, normal operations, and shutdown activities. Effective oversight helps identify hazards early and ensures that corrective measures remain active until verified closure.

The HSE Engineer will connect corporate safety requirements with operating companies, projects, contractors, and site personnel. By analyzing performance and supporting technical studies, the role will improve incident prevention, operational discipline, and continuous HSE development.

Key Responsibilities
The position will combine HSE performance monitoring, system implementation, inspections, studies, audits, incident investigation, and corrective-action follow-up.

* Review reports, feedback, and technical inputs submitted by group companies.
* Coordinate timely support for HSE concerns affecting operations, projects, or plant assets.
* Monitor compliance with approved HSE standards, policies, and procedures.
* Participate in complex and high-impact inspections across operational facilities.
* Assess safety during equipment installation, facility start-up, loading, offloading, operation, and shutdown.
* Support the communication and practical application of HSE Management Systems.
* Help employees and operating companies understand applicable Codes of Practice.
* Review purchasing standards to ensure equipment and materials meet relevant safety codes.
* Confirm that procurement requirements reflect suitable and current safety technologies.
* Contribute to the development and improvement of safety programs.
* Maintain the availability of safety manuals, hazardous-area instructions, publications, materials, and awareness posters.
* Identify unsafe working conditions and recommend effective improvements.
* Prepare and update facility-inspection checklists and schedules.
* Survey operational locations to identify hazards and define corrective actions.
* Participate with technical specialists in HSE Impact Assessments.
* Contribute to HAZOP, HAZID, Root Cause Analysis, and risk-assessment activities.
* Review HSE projects, initiatives, and recent system updates for effectiveness and sustainability.
* Analyze accidents, identify contributing factors, and recommend actions that prevent recurrence.
* Monitor recommendations until HSE barriers are implemented and close-out reports are issued.
* Lead or participate in incident investigations according to HSE management instructions.
* Provide investigation findings that support informed management decisions.
* Review and update company audit and contractor-management procedures.
* Participate in level-two internal and site self-assessment audits.
* Support level-three audits conducted at the corporate level.
* Track audit findings and verify that required improvements are implemented.

Ideal Profile
Applicants should hold a bachelor\'s degree in Safety Engineering, Industrial Engineering, or another relevant engineering discipline.

A minimum of six years of professional experience is required, including at least three years working as a Safety Engineer or HSE Engineer. Candidates must have practical experience in HSE project implementation, inspections, and management systems.

Relevant exposure is required in at least one of the following areas: drilling, operations, construction, petrochemicals, or refining. Professional credentials should include relevant certifications such as ISO 9001, NEBOSH or NIOSH NPG, ISO 14001 or RC, and ISO 27000.

The successful candidate will demonstrate strong analytical judgement, technical reporting, incident investigation, stakeholder coordination, and the ability to follow corrective actions through to verified completion.
