HSES Specialist - Field Compliance

Specialist provides practical safety leadership across active project environments while also supporting the systems, records, and controls required for effective HSES governance. The position requires enough autonomy to recognize emerging risks, guide frontline teams, monitor subcontractor performance, and follow through on corrective actions without constant supervision.

A major part of the role is ensuring that HSES requirements are applied consistently in day-to-day work. This includes maintaining current risk registers, supporting Permit to Work controls, developing Toolbox Talk content, conducting inspections, monitoring audit findings, and helping project teams respond effectively to incidents and emergencies.

The specialist also contributes to workforce capability by coaching junior HSES personnel and providing clear guidance to supervisors and field teams.

Key Responsibilities

* Assist in developing HSES plans, procedures, instructions, and project-specific implementation requirements.
* Support practical rollout of approved HSES documentation across field activities.
* Provide HSES guidance to frontline supervisors and operational personnel.
* Interpret HSES requirements and help field teams apply them correctly during work execution.
* Mentor junior HSES staff and support development of their technical and field competencies.
* Coach less experienced safety personnel on inspections, reporting, risk controls, and workforce engagement.
* Assist with HSES prequalification of subcontractors and vendors.
* Review relevant HSES information submitted during subcontractor and vendor assessment.
* Monitor subcontractor and vendor activities to verify compliance with safe work practices.
* Escalate repeated or serious safety deficiencies through appropriate project channels.
* Participate in formal and task-based risk assessments.
* Help identify hazards, evaluate controls, and verify that mitigation measures are practical and implemented.
* Maintain risk registers and ensure identified risks and controls remain current.
* Update risk information when project conditions, activities, or hazards change.
* Participate in implementation of the approved HSES activity plan.
* Track assigned activities and support completion according to project schedules.
* Develop Toolbox Talk plans based on project activities, recurring hazards, lessons learned, and operational priorities.
* Prepare suitable Toolbox Talk materials for supervisors and field teams.
* Observe and assist supervisors during delivery of Toolbox Talks.
* Verify that discussions address relevant hazards, controls, and workforce responsibilities.
* Support planning of Permit to Work activities.
* Review work scopes and assist in identifying appropriate PTW requirements and associated controls.
* Conduct field inspections to verify compliance with Permit to Work conditions.
* Identify deviations from PTW controls and initiate appropriate corrective action.
* Monitor suspended, active, and completed permits where required by project procedures.
* Assist in preparing HSES audit and inspection programs.
* Participate in scheduled and unscheduled HSES audits.
* Conduct workplace inspections covering activities, equipment, work practices, and procedural compliance.
* Record findings accurately and assign follow-up actions where required.
* Initiate, monitor, and report progress against audit and inspection findings.
* Follow corrective actions through to acceptable close-out.
* Identify recurring findings and contribute to preventive improvement initiatives.
* Assist in developing and implementing HSES improvement programs and campaigns.
* Support initiatives addressing behavioral safety, hazard awareness, procedural compliance, and workforce engagement.
* Participate in emergency response planning and drills.
* Inspect emergency equipment as part of preparedness activities.
* Support preparation, execution, and evaluation of emergency exercises.
* Prepare reports documenting drill performance, observations, gaps, and improvement actions.
* Participate in incident and near-miss investigations.
* Collect relevant evidence and support structured analysis of events.
* Assist with identification of immediate, underlying, and contributing causes.
* Prepare investigation reports and supporting documentation where required.
* Track corrective and preventive actions resulting from incidents.
* Maintain knowledge of applicable local and international HSES laws, codes, and regulations.
* Apply company, facility, and project-specific HSES requirements during daily activities.
* Maintain required competencies associated with the HSES function.
* Communicate HSES expectations clearly through written reports, presentations, discussions, and field interventions.
* Manage disagreements or unsafe work situations professionally through effective conflict resolution.
* Demonstrate leadership when unsafe conditions require immediate intervention.
* Support a work environment where employees understand both their HSES responsibilities and the consequences of noncompliance.

Ideal Profile

A Degree, Diploma, or equivalent qualification in an HSES-related discipline is required.

Candidates should have at least five years of Oil and Gas HSES experience, preferably gained in construction, fabrication, offshore, onshore, or major project environments.

The preferred candidate should be comfortable working independently and making field-level HSES decisions within established procedures and delegated authority.

Strong knowledge of local and international HSES legislation, regulations, codes, and recognized industry practices is required.

Candidates should be familiar with company, facility, and project-specific HSES terminology, requirements, documentation, and deliverables.

Practical experience with risk assessments, Permit to Work systems, Toolbox Talks, subcontractor monitoring, audits, inspections, emergency response, and incident investigation is important.

The role requires effective written and verbal communication skills, particularly when translating HSES requirements into practical instructions for field personnel.

Good interpersonal skills are essential because the specialist will interact with supervisors, contractors, vendors, junior HSES personnel, and project teams.

Leadership and conflict resolution capability are also important for managing situations where unsafe work, procedural disagreement, or resistance to corrective action is encountered.
