International Affairs Manager in Abu Dhabi, United Arab Emirates is a strategic Oil and Energy management role focused on government engagement, international relations, diplomatic coordination, stakeholder management, strategic missions, and country-level partnership development. The role is suited for an experienced international affairs professional with strong knowledge of public policy, government structures, diplomatic protocols, executive briefing preparation, and complex stakeholder engagement.
Key Responsibilities
* Lead the development and execution of international engagement strategies and plans for mandated countries and special envoy portfolios.
* Prepare deep-dive country studies, baseline analysis, topical assessments, and strategic insights to support international engagement priorities.
* Create engagement roadmaps that support strategic, policy, diplomatic, and organizational objectives.
* Identify key government stakeholders for profiling, engagement planning, relationship management, and strategic outreach.
* Manage diplomatic engagements and government relations while adjusting engagement plans according to international developments and changing geopolitical dynamics.
* Coordinate with internal delivery stakeholders and external partners to track progress on strategic initiatives and engagement outcomes.
* Develop concepts for new partnerships by identifying cooperation areas, opportunities, risks, challenges, and strategic value.
* Prepare reports and insights for strategic countries overseen by the GCEO.
* Plan and prepare international missions, meetings, briefings, and engagement materials for the GCEO.
* Prioritize international engagements and develop KPIs to measure progress and support reporting to MOFA.
* Deliver critical and confidential strategic missions and international government-related assignments.
* Produce briefing reports, talking points, key messages, ad-hoc reports, and leadership preparation materials for countries overseen by the GCEO.
* Develop country portfolio content including official correspondence, talking points, key messages, press releases, and situational reports.
* Monitor developments in countries of interest and provide timely updates to support leadership decision-making.
* Integrate engagement outcomes, country developments, and partner updates into strategic engagement plans.
* Follow up on developments related to counterparts, government stakeholders, and strategic partners in assigned countries.
* Maintain regular contact with the International Affairs Management team to align priorities, deliverables, and stakeholder engagement plans.
* Coordinate with external parties, consultants, and relevant advisory stakeholders when required.
* Plan, supervise, and coordinate assigned international affairs activities to achieve functional objectives.
* Train and develop assigned staff to improve capability, diplomatic awareness, and delivery performance.
* Provide input for department or function budgets and support approved budget and work plan implementation.
* Investigate and highlight significant budget or performance variances to support effective cost control.
* Implement approved policies, processes, systems, standards, and procedures in line with company and international requirements.
* Contribute to approved performance objectives under the company performance framework.
* Design and implement tools and techniques to improve operational quality, reporting accuracy, and engagement efficiency.
* Identify process improvements based on best industry practices and strategic stakeholder management standards.
* Comply with HSE policies, sustainability guidelines, ADNOC Code of Practices, applicable legislation, and internal controls.
* Provide inputs for management information system reports, progress reports, and company management updates.
Candidate Requirements
* Bachelor Degree in Public Policy, Public Administration, International Relations, or a related discipline.
* Minimum 12 years of experience in international relations, diplomacy, government affairs, public policy, or a related field.
* Strong understanding of government structures, diplomatic protocols, international engagement models, and stakeholder management.
* Experience developing engagement strategies, country plans, policy roadmaps, and strategic briefing materials.
* Ability to manage complex international projects, confidential assignments, strategic missions, and senior leadership engagements.
* Strong experience preparing talking points, key messages, reports, correspondence, situational updates, press releases, and executive briefing notes.
* Excellent communication, negotiation, diplomatic, and interpersonal skills.
* Ability to work with senior executives, government stakeholders, consultants, external parties, and internal international affairs teams.
* Strong analytical skills with ability to assess country developments, stakeholder positions, engagement risks, and partnership opportunities.
* Ability to prioritize multiple international engagements and develop KPIs for performance tracking and progress reporting.
* Strong project management, planning, coordination, reporting, and follow-up skills.
* Ability to handle sensitive information with discretion, confidentiality, sound judgment, and professional discipline.
* Strong understanding of strategic policy objectives, international relations dynamics, and government-to-business engagement.
