Key Responsibilities
The manager will establish the project execution framework and guide multidisciplinary teams through every delivery phase.
* Lead technical input for project proposals, feasibility concepts and early development studies.
* Coordinate engineering design, material specifications, technical procurement and contract tendering.
* Ensure designs and installations comply with applicable engineering codes, practices and company standards.
* Develop execution strategies for major plant, facility and field-development projects.
* Direct projects from initiation and definition through commissioning, start-up and handover.
* Manage Project Management Consultants and verify effective site supervision and contract administration.
* Control multinational contractors against approved HSE, quality, cost and schedule objectives.
* Coordinate multidisciplinary engineering teams and exercise delegated financial authority.
* Define and refine project scopes, objectives, technical requirements and execution priorities.
* Arrange technical data, cost information and feasibility assessments for proposed developments.
* Evaluate project alternatives and recommend practical, economical execution solutions.
* Convert initial proposals into viable plans with defined designs, specifications, costs and phases.
* Coordinate project strategy with user departments, Finance, Commercial Support and other stakeholders.
* Approve work programs, contractor terms of reference, project standards and working procedures.
* Manage bidder prequalification and provide technical input throughout the tendering process.
* Maintain overall control of project budgets, individual contracts and expenditure authorizations.
* Review purchase recommendations, subcontracts and variation orders throughout execution.
* Establish project safety programs and audit compliance with approved procedures and method statements.
* Implement corrective measures when safety, quality or execution deficiencies are identified.
* Forecast project completion dates and support start-up planning and workforce requirements.
* Authorize technical option studies covering fabrication methods, structural systems and construction approaches.
* Coordinate phased facility acceptance and handover arrangements with end users.
* Oversee financial forecasts, currency requirements, import-duty considerations and other commercial matters.
* Attend Tender Board meetings and present project status, risks and financial information.
* Evaluate contractor performance across quality, cost, schedule and safety indicators.
* Issue weekly highlights and monthly reports covering engineering, procurement and construction progress.
* Protect the technical integrity and cost position of surface facilities throughout the project life cycle.
* Recommend acceptance or rejection of execution programs and contractor proposals.
* Deliver assigned projects within approved HSE, quality, cost and schedule targets.
Ideal Profile
Applicants must hold a Bachelor\'s Degree in Engineering or an equivalent qualification and possess at least 12 years of professional experience in oil and gas project engineering or execution. This background must include a minimum of five years leading multidisciplinary personnel, consultants and contractors through project definition and delivery.
Strong knowledge of contracts, planning, cost control, budgeting and capital project governance is essential. The successful candidate will demonstrate sound technical judgement, financial awareness and the leadership ability to manage complex stakeholder and contractor relationships. Project Management Professional certification is required.
