Role Context
The Manager - Geomatics Services will lead the development and delivery of geospatial information services that support exploration, drilling, reservoir, geoscience, upstream planning, mapping, surveying, and GIS-related business needs. This position ensures that geo-data is accurate, properly governed, correctly referenced, complete, and aligned with technical standards. The role has direct impact on decision quality, data integrity, project efficiency, geospatial service performance, cost optimization, government coordination, and long-term geomatics capability across ADNOC Group.
Key Responsibilities
* Lead the development and delivery of high-quality geospatial information services and geomatics solutions for ADNOC Group and Upstream companies.
* Manage ADNOC-wide operational plans for geomatics services in line with business strategy, technical priorities, and upstream requirements.
* Oversee all geomatics activities and geo-data management across ADNOC Upstream.
* Ensure existing and newly acquired geospatial data is correctly geo-referenced where applicable and suitable for technical use.
* Manage geospatial data governance, including policies, guidelines, procedures, processes, workflows, standards, data completeness, and data quality.
* Lead the use of geo-information and satellite imagery where it adds value to upstream exploration, subsurface, and integrated management workflows.
* Define, build, and maintain effective interfaces between geomatics services and customer workflows across ADNOC Group.
* Improve the performance, quality, value, and cost effectiveness of geomatics support delivered to internal customers.
* Provide project management and financial oversight for local geomatics work across ADNOC Group companies.
* Plan, control, and assess geodetic, cartographic, GIS, and survey data for accuracy, completeness, quality, integrity, and compliance.
* Ensure geospatial work is delivered in conformity with applicable specifications, standards, policies, and technical guidelines.
* Supervise professional and technical cartography activities and ensure mapping services meet required quality and delivery standards.
* Implement new procedures, methods, and technologies to improve the quality, speed, and reliability of cartographic and geospatial services.
* Ensure geomatics technologies, software, tools, and workflows are used in line with approved standards, policies, and guidelines.
* Lead initiatives to maximize the utilization of geospatial data across ADNOC Group.
* Share geospatial industry best practices, knowledge, and technical insights across internal teams and Group companies.
* Identify opportunities to enhance performance, improve efficiency, and optimize costs across all geospatial services.
* Lead competency enhancement in the geomatics discipline and support wider awareness of geomatics services across the organization.
* Communicate and collaborate with government entities to improve geospatial data quality, database updates, mapping standards, and geomatics service alignment.
* Coordinate with geoscientists, reservoir engineers, drilling engineers, department managers, division leaders, and E&P senior management to understand mapping, GIS, cartography, and surveying needs.
* Work with Group companies to exchange information, standardize specifications, and improve common geospatial practices.
* Liaise with government survey departments and relevant authorities on data coordination for Abu Dhabi, offshore, and onshore areas.
* Engage with contractors, vendors, consultants, and suppliers to review emerging geomatics technologies, surveying tools, navigation equipment, and project applications.
* Plan and supervise section personnel, resources, and activities to achieve department objectives in an efficient and cost-conscious manner.
* Ensure approved operational plans for the section are implemented in line with department objectives and business priorities.
* Develop employee knowledge, competencies, technical skills, and innovation capability within the section.
* Support Personal Development Plans, succession planning, and talent pipeline development in coordination with the Human Capability Group.
* Contribute to UAE National development and Emiratization objectives through mentoring, technical capability building, and knowledge transfer.
* Compile and provide input for department budget preparation and monitor section expenditure against approved budget levels.
* Investigate, highlight, and reconcile significant budget variances to support performance discipline and cost control.
* Lead implementation of approved section policies, processes, systems, standards, procedures, and internal controls.
* Implement the company performance management system for section employees according to approved guidelines.
* Monitor achievement of section KPIs linked to annual performance management contracts and balanced scorecard requirements.
* Review and recommend organization structure improvements that optimize human capital and support business objectives.
* Incorporate sustainability principles into geomatics work practices, data management routines, and section operations.
* Encourage innovation, employee motivation, and change management initiatives to continuously improve geomatics services.
* Propose internal process improvements using best practices and ISO-aligned standards to solve challenges affecting the section.
* Support HSE culture within the section and ensure compliance with HSE policies, procedures, systems, controls, legislation, sustainability guidelines, and ADNOC Code of Practices.
* Ensure section employees receive adequate HSE training and induction to meet company standards.
* Prepare section MIS, progress reports, geospatial service updates, performance reports, and management information accurately and on time.
Ideal Profile
* Bachelor’s degree in GIS, Geographic Science, Computer Science, Survey and Geomatics Engineering, or a related discipline.
* Master’s degree is preferred.
* Minimum 12 years of hands-on experience delivering geospatial data and project support across diverse E&P user environments.
* Minimum 6 years of supervisory experience, including directing workloads, developing staff, and completing performance assessments.
* Strong technical expertise in surveying, geodesy, mapping, GIS, cartography, remote sensing, geo-data management, and geospatial service delivery.
* Proven experience managing geospatial data governance, standards, workflows, data quality, and enterprise geospatial information services.
* Strong understanding of E&P lifecycle activities and the role of geomatics in supporting exploration, drilling, reservoir, subsurface, and upstream workflows.
* Ability to communicate technical information, analysis, and advice clearly to senior officials and business stakeholders.
* Demonstrated leadership experience in managing, influencing, supervising, and developing technical teams.
* Ability to build an environment where staff can achieve results and develop future organizational capability.
* Strong understanding of ADNOC business goals and how geomatics, GIS, geospatial data, and government strategy support wider business outcomes.
* Experience leading strategic initiatives, managing change, and delivering positive results in complex technical environments.
* Knowledge of geospatial best practices and strategies within large organizations.
