Role Context
The Manager - Procurement Excellence will lead structured improvements across procurement and commercial operations to create faster, more reliable, and better controlled ways of working. This position supports ADNOC Group by identifying process inefficiencies, testing enhanced operating practices, improving stakeholder adoption, and ensuring procurement execution remains aligned with approved policies, standards, and governance frameworks. The role has direct impact on service quality, control maturity, process integrity, operational consistency, risk reduction, cost-conscious delivery, and long-term procurement capability across Group Companies.
Key Responsibilities
* Drive continuous improvement of procurement processes and operating practices in response to changing business needs, governance expectations, and operational performance requirements.
* Identify inefficiencies, process gaps, duplicated steps, weak controls, and slow handoffs across procurement and commercial operations.
* Lead structured improvement initiatives that strengthen procurement performance, reduce cycle time, improve service delivery, and increase consistency across ADNOC Group.
* Design and implement pilot initiatives to test enhanced procurement practices before wider rollout across Group Companies.
* Guide organizational alignment during process changes to ensure improved ways of working are adopted, understood, and sustained.
* Refine procurement execution practices to improve coordination between procurement teams, commercial stakeholders, business units, and supporting functions.
* Monitor implementation outcomes and use performance feedback to continuously adjust and improve procurement processes.
* Ensure process improvements are aligned with approved procurement policies, standards, internal controls, and governance frameworks.
* Embed practical control mechanisms into operating practices to reinforce governance adherence and reduce execution risk.
* Collaborate with ADNOC Group Companies and internal stakeholders to promote consistency in procurement process execution.
* Facilitate cross-functional alignment to support seamless implementation of operational improvements and leading procurement practices.
* Identify risks caused by process inefficiencies, unclear accountability, weak compliance, or implementation gaps.
* Develop and apply mitigation actions that improve reliability, stability, and control across procurement operations.
* Strengthen process discipline by improving documentation, workflow clarity, accountability, approval routines, and compliance checkpoints.
* Promote a continuous improvement culture by engaging stakeholders and raising awareness of enhanced procurement practices.
* Support organizational capability building so teams can maintain high standards of procurement execution after process changes are introduced.
* Plan and supervise department personnel, activities, and resources to achieve division objectives in an efficient and cost-conscious manner.
* Ensure approved operational plans are implemented within the department in line with division objectives and business priorities.
* Develop employee knowledge, competencies, and innovative thinking through coaching, performance guidance, and structured development support.
* Support Personal Development Plans, succession planning, and talent pipeline development in coordination with the Human Capability Group.
* Contribute to the development of UAE Nationals and support Emiratization objectives through capability building and knowledge transfer.
* Compile and provide input for division budget preparation and monitor department expenditure against approved budget levels.
* Investigate, highlight, and reconcile significant budget variances to maintain effective performance management and cost control.
* Lead implementation of approved department policies, processes, systems, standards, procedures, and internal controls.
* Ensure department work programs are executed in line with company standards, international standards, and approved governance requirements.
* Implement the company performance management system for department personnel according to approved guidelines.
* Monitor achievement of department KPIs linked to the annual performance management contract and balanced scorecard requirements.
* Review and recommend department organization structure improvements to optimize human capital and support business objectives.
* Incorporate sustainability into ongoing work practices and operational improvement routines where relevant to department objectives.
* Encourage innovation, employee motivation, and change management initiatives that improve department operations and services.
* Propose improvements in internal processes against best practices and ISO-aligned standards to create practical solutions for operational challenges.
* Support HSE culture within the department and ensure compliance with relevant HSE policies, procedures, systems, controls, legislation, and sustainability guidelines.
* Ensure department employees receive adequate HSE training and induction in line with company standards.
* Prepare department MIS, progress reports, performance updates, improvement dashboards, and management information accurately and on time.
* Maintain frequent coordination with line management, SVP stakeholders, procurement policy teams, and Group Company counterparts.
* Liaise with internal and external auditors on procurement governance, process compliance, audit issues, control evidence, and corrective actions.
* Engage with third-party service providers, suppliers, consultants, industry experts, shareholders, and partners when required for knowledge exchange and process improvement support.
Ideal Profile
* Bachelor Degree in Supply Chain Management, Engineering, Business Administration, or an equivalent professional degree.
* Minimum 15 years of relevant experience in procurement, supply chain, commercial operations, process improvement, or procurement transformation.
* At least 8 years of supervisory experience with responsibility for teams, resources, stakeholders, budgets, performance, or operational delivery.
* Minimum 5 years of hands-on procurement experience, preferably within the oil and gas industry.
* Strong expertise across procurement and supply chain activities, including contracts and purchasing, inventory and warehousing, registration and pre-qualification, and supplier relationship management.
* Proven ability to lead procurement process improvement, operating practice enhancement, change enablement, and governance alignment initiatives.
* Strong knowledge of procurement policies, standards, governance frameworks, internal controls, audit expectations, and compliance requirements.
* Practical experience improving procurement performance, reducing cycle time, strengthening service quality, and embedding process discipline.
* Ability to coordinate with Group Companies, procurement policy teams, business-facing procurement teams, auditors, suppliers, consultants, and senior stakeholders.
* Strong commercial awareness with the ability to balance governance requirements, operational efficiency, stakeholder needs, and value outcomes.
* Excellent analytical competency with the ability to identify root causes, assess process performance, and recommend clear corrective actions.
* Strong problem-solving skills with a structured approach to improvement planning, implementation tracking, stakeholder engagement, and adoption support.
* Leadership experience in developing teams, supporting succession planning, improving department capability, and promoting continuous improvement.
* Ability to work in a large Oil and Energy environment where procurement governance, process consistency, operational discipline, and service reliability are essential.
