Role Context
The Manager - Procurement Policy will shape and maintain the procurement and commercial governance framework that supports consistent, compliant, and controlled procurement activity across ADNOC Group. This position helps protect commercial integrity, strengthen accountability, improve policy maturity, and ensure that procurement decisions are supported by clear standards, regulatory alignment, ethical practices, and effective internal controls. The role has direct business impact on governance reliability, audit readiness, supplier-facing consistency, procurement risk reduction, decision authority clarity, and enterprise-wide alignment across Group Companies.
Key Responsibilities
* Lead the development, update, and institutionalization of procurement and commercial policies, standards, frameworks, and governance documents across ADNOC Group.
* Establish policy governance mechanisms that ensure approved procurement policies are implemented, monitored, interpreted, and followed consistently.
* Ensure procurement and commercial policy frameworks support consistency, control, accountability, transparency, and governance across Group Companies.
* Review existing policy structures, identify gaps, and recommend improvements that strengthen procurement governance and commercial integrity.
* Ensure procurement policies comply with applicable local laws, international regulations, ethical standards, and corporate governance expectations.
* Interpret regulatory requirements and translate them into clear procurement policies, standards, controls, and governance structures.
* Protect ADNOC’s commercial integrity and reputation by embedding compliance, ethics, and regulatory discipline into procurement policy design.
* Drive enterprise-wide alignment of procurement policies across ADNOC Group Companies to ensure uniform interpretation and practical application.
* Support policy framework alignment during organizational changes, mergers, acquisitions, integration activity, or operating model adjustments.
* Review procurement-related sections of Delegation of Authority frameworks across ADNOC and Group Companies.
* Assess decision rights, approval thresholds, authority clarity, accountability lines, and control mechanisms within DOA frameworks.
* Provide recommendations to strengthen procurement accountability, decision control, governance discipline, and compliance within DOA structures.
* Provide expert advice to ADNOC Group Companies on interpretation and application of procurement policies, standards, procedures, and governance documents.
* Resolve complex policy-related queries by providing clear, practical, and governance-aligned guidance to stakeholders.
* Lead benchmarking initiatives with international organizations, government entities, industry bodies, and peer companies to assess procurement policy maturity.
* Translate external benchmarking insights into actionable improvements for ADNOC’s procurement and commercial policy framework.
* Identify policy-level risks that may affect procurement governance, regulatory compliance, commercial control, or operational consistency.
* Recommend and implement mitigation measures that improve framework resilience and reduce exposure to governance gaps.
* Ensure procurement policy frameworks align with ISO standards, corporate quality requirements, and approved internal control expectations.
* Promote understanding and adherence to procurement policies through structured awareness sessions, guidance material, stakeholder engagement, and capability-building initiatives.
* Work closely with SVP-level stakeholders, procurement policy teams, executive function leaders, business-facing procurement teams, supporting functions, and Group Companies.
* Coordinate with Human Capability, Finance, Legal, IT, internal auditors, senior management, shareholders, and other stakeholders on policy interpretation and governance alignment.
* Liaise with internal and external auditors on procurement policy compliance, audit issues, control evidence, and corrective action requirements.
* Engage with third-party service providers, suppliers, consultants, and industry experts to support policy maturity, benchmarking, and governance improvement.
* Plan and supervise department personnel, activities, and resources to achieve division objectives in a cost-conscious and efficient manner.
* Ensure implementation of approved operational plans for the department in line with division objectives and business priorities.
* Develop employee knowledge, competencies, and innovative capability within the department through coaching, guidance, and structured development.
* Support Personal Development Plans, succession planning, and talent pipeline development in coordination with the Human Capability Group.
* Contribute to UAE National development and Emiratization objectives through knowledge transfer, mentoring, and capability-building support.
* Compile and provide input for division budget preparation and monitor department expenditure against approved budget levels.
* Investigate, highlight, and reconcile significant budget variances to support effective performance management and cost control.
* Lead implementation of approved department policies, processes, systems, standards, procedures, and internal controls.
* Ensure department work programs are executed in line with company standards, international standards, approved procedures, and governance requirements.
* Implement the company performance management system for individuals within the department according to approved guidelines.
* Monitor department KPIs linked to the annual performance management contract and balanced scorecard requirements.
* Review, develop, and recommend department organization structure improvements to optimize human capital and support business objectives.
* Incorporate sustainability into ongoing work practices and department operating routines where relevant to procurement governance.
* Encourage innovation, employee motivation, and change management initiatives that improve department operations and services.
* Propose improvements in internal processes using best practices and ISO-aligned standards to improve efficiency and resolve policy-related challenges.
* Support the institution of an HSE culture and ensure department compliance with HSE policies, procedures, systems, controls, legislation, and sustainability guidelines.
* Ensure adequate HSE training and induction for department employees in line with company standards.
* Prepare department MIS, policy updates, governance reports, audit support information, progress reports, and management briefings accurately and on time.
Ideal Profile
* Bachelor’s degree in Supply Chain Management, Engineering, Business Administration, or an equivalent professional discipline.
* Minimum 15 years of relevant experience in procurement, supply chain, commercial governance, policy management, or procurement operations.
* At least 8 years of supervisory experience with responsibility for teams, stakeholders, resources, performance, or governance delivery.
* Minimum 5 years of procurement activity experience, preferably within the oil and gas industry.
* Holder of accredited procurement certification, preferably CIPS Level 4 or above, or currently working toward certification.
* Strong expertise across procurement and supply chain activities including contracts and purchasing, inventory and warehousing, registration and pre-qualification, and supplier relationship management.
* Strong understanding of procurement policy design, commercial governance, regulatory compliance, internal controls, ethical standards, and audit expectations.
* Practical experience interpreting procurement policies, resolving governance queries, and supporting consistent policy application across complex organizations.
* Knowledge of Delegation of Authority frameworks, approval structures, decision rights, procurement accountability, and control design.
* Ability to align procurement frameworks across multiple Group Companies, business units, executive functions, and supporting departments.
* Experience supporting procurement governance during organizational change, mergers, acquisitions, operating model updates, or policy transformation.
* Strong commercial awareness with the ability to balance governance discipline, operational practicality, supplier requirements, and business outcomes.
* Excellent analytical capability with the ability to identify policy risks, assess gaps, and recommend clear corrective actions.
* Strong problem-solving skills with a structured approach to policy interpretation, stakeholder alignment, and continuous improvement.
* Experience working with auditors, legal teams, finance teams, IT teams, procurement teams, suppliers, consultants, shareholders, and senior stakeholders.
* Strong leadership capability with experience developing teams, supporting succession planning, and building departmental capability.
