Role Context
The Manager - Risk and Quality will support the design, implementation, monitoring, and continuous improvement of corporate risk, quality, and change management frameworks. This role helps protect strategic objectives, shareholder value, operational stability, corporate reputation, regulatory compliance, and organizational integrity by ensuring that major risks are properly identified, assessed, reported, and mitigated. The position also supports quality management improvements across support operations and helps ensure that changes to the operating model are introduced with clear controls, stakeholder alignment, and measurable outcomes.
Key Responsibilities
* Define principal risks that could adversely affect strategic objectives, business performance, governance priorities, operational reliability, safety, environmental compliance, or corporate reputation.
* Monitor and support the design of risk, quality, and change management policies, procedures, systems, and internal controls.
* Ensure risk management is embedded as an integral part of creating shareholder value and supporting sound business practices.
* Manage risk activities in a way that supports strategic, business, governance, reputation, values, and integrity objectives.
* Assess and summarize organizational risks across operational risk, financial risk, and safety, environmental, and regulatory risk categories.
* Support strategic planning, operational planning, capital budgeting, project approval requests, project management plans, facility operations, and decision-making processes with structured risk input.
* Ensure systems are in place to identify principal company risks and that practical procedures exist to monitor, control, and mitigate those risks.
* Follow up on the implementation of approved risk, quality, and change management policies and raise issues where controls, ownership, or execution are not effective.
* Update senior leadership on key risks, mitigation progress, quality management actions, and change management developments.
* Provide direction to key stakeholders on risk management, compliance matters, governance requirements, and control expectations.
* Ensure regulatory requirements are not compromised while supporting achievement of organizational objectives.
* Brief management on operational conditions and recommend practical risk controls when risk exposure, process weakness, or compliance concern is identified.
* Partner with internal risk teams to prepare for external stakeholder meetings and align risk communication across the organization.
* Develop consistent long-term and short-term operational plans for the department in line with division objectives.
* Manage implementation of approved operational plans and ensure they are translated into measurable performance objectives and service levels.
* Develop and manage the department annual budget in line with division business objectives and operational requirements.
* Monitor expenditure against the approved department budget and investigate, highlight, and reconcile significant variances to support cost control.
* Develop and implement department policies, processes, systems, standards, procedures, internal controls, and company guidelines.
* Ensure department work programs are executed in line with company standards, international standards, and approved governance frameworks.
* Contribute to division KPI development and ensure performance objectives are cascaded properly within the department.
* Establish monitoring mechanisms to track delivery of objectives and promote a performance-driven culture.
* Manage implementation of the company performance management system for individuals within the department according to approved guidelines.
* Develop employee knowledge, competencies, and innovative thinking within the department.
* Support Personal Development Plans, succession planning, and talent pipeline initiatives in coordination with Human Capital.
* Contribute to the development of UAE Nationals and support Emiratization targets through capability building and structured employee development.
* Review, develop, and recommend department organization structure improvements to make effective use of human capital.
* Incorporate sustainability into ongoing work practices and department operating models.
* Support establishment of a corporate integrated risk management system within the department.
* Identify and assess domain-specific risks and implement mitigation measures to manage all identified risks within the department.
* Communicate corporate business ethics and the company Code of Conduct to department employees and ensure compliance with corporate policies and guidelines.
* Promote a culture that encourages innovation, employee motivation, and effective change management.
* Recommend improvements in internal processes against best practices and ISO standards to improve department efficiency.
* Support the implementation of HSE culture and ensure compliance with HSE policies, procedures, systems, controls, legislation, and sustainability guidelines.
* Ensure department employees receive adequate HSE training and induction to meet required standards.
* Ensure department MIS and progress reports are prepared accurately and submitted on time for company management.
* Maintain effective communication with line managers, peers, employees, group stakeholders, consultants, third-party service providers, and government agencies as required.
* Support occasional site visits while maintaining awareness of operational, safety, environmental, and field-related risk conditions.
Ideal Profile
* Bachelor Degree in Engineering.
* Minimum 12 years of relevant experience, including E&P operations, risk management, quality management, governance, and change project management.
* Strong understanding of corporate risk management, operational risk, financial risk, safety risk, environmental risk, regulatory risk, and business continuity principles.
* Practical experience supporting risk, quality, and change management frameworks in a large Oil and Energy organization.
* Ability to design, monitor, and improve policies, systems, processes, procedures, standards, and internal controls.
* Experience with E&P operations, operating facilities, plant environments, project approvals, operational planning, and capital budget processes.
* Strong knowledge of change management principles and the ability to support controlled implementation of operating model changes.
* Familiarity with ISO standards, corporate governance frameworks, performance management systems, and internal process improvement practices.
* Ability to brief senior leadership on risk exposure, mitigation actions, operational conditions, and compliance matters.
* Strong stakeholder management skills with the ability to coordinate across departments, group companies, consultants, service providers, auditors, and government agencies.
* Experience contributing to departmental budgets, KPI monitoring, performance objectives, MIS reporting, and management information requirements.
* Strong leadership capability with experience developing teams, supporting succession planning, and improving employee capability.
* Solid understanding of HSE culture, sustainability practices, ADNOC Code of Practices, and compliance expectations in oil and gas operations.
* Excellent analytical thinking, problem-solving, communication, reporting, planning, and decision-support skills.
* Ability to work in an A/C office environment with occasional exposure to heat, humidity, and dust during site visits.
