The position works closely with engineering, project management, legal, finance, quality, logistics, inspection, and supply chain teams. Its contribution is essential to controlling contractual exposure, maintaining material availability, reducing claims, and ensuring that procurement decisions remain aligned with project schedules, budgets, technical standards, and UAE legal requirements.
Key Responsibilities
* Provide accurate and timely input for the development of project procurement and contracting strategies.
* Align contractual approaches with project scope, schedule, budget, technical requirements, and execution plans.
* Prepare, review, update, and amend project contracts, purchase agreements, and related commercial documents.
* Develop terms and conditions that protect company interests and address operational, financial, legal, schedule, and third-party performance risks.
* Conduct procurement activities from supplier prequalification through tendering, evaluation, negotiation, and recommendation for award.
* Prepare enquiries, requests for quotation, tender packages, commercial schedules, and bidder instructions.
* Coordinate enquiry issuance and manage bidder communications throughout the tendering period.
* Review scopes of work and technical documentation to identify ambiguity, omissions, inconsistencies, and potential contractual exposure.
* Recommend scope clarifications that reduce misinterpretation, variations, disputes, and claims during project execution.
* Conduct commercial and contractual evaluations of supplier, vendor, contractor, and subcontractor proposals.
* Identify qualifications, exclusions, deviations, exceptions, and commercial risks within tender submissions.
* Coordinate technical and quality evaluations with engineering, project, inspection, and user departments.
* Develop evaluation summaries and recommendations for contract or purchase order award.
* Support commercial negotiations with contractors, vendors, suppliers, and service providers.
* Prepare negotiation strategies covering pricing, delivery, liability, warranty, guarantees, payment, schedule, and contractual risk.
* Participate in the preparation of formal contractual responses to bidder and contractor queries.
* Administer awarded contracts and monitor compliance with agreed terms, milestones, deliverables, and commercial obligations.
* Evaluate changes, variations, claims, extension requests, and compensation proposals submitted during project execution.
* Determine contractual entitlement and recommend strategies that minimize cost, schedule, and legal impact.
* Maintain accurate records of contractual correspondence, notices, instructions, approvals, and negotiated agreements.
* Coordinate with procurement teams to ensure timely placement and delivery of equipment, materials, and project commodities.
* Follow up on vendor documentation, manufacturing progress, inspection, expediting, shipping, customs clearance, and site delivery.
* Monitor EPC contractor procurement activities against approved project procurement plans and contractual obligations.
* Review supplier and subcontractor selection processes performed by EPC contractors.
* Verify that procured materials comply with project specifications, industry codes, quality standards, and approved vendor requirements.
* Coordinate material control activities to support accurate receipt, storage, allocation, and availability for construction.
* Support contract completion, final account settlement, release of guarantees, issuance of completion certificates, and close-out documentation.
* Ensure procurement and contract activities comply with company policies, HSE procedures, UAE laws, and applicable industry standards.
Ideal Profile
* Bachelor\'s degree in Engineering.
* Minimum 6 years of experience in procurement and contracts for oil and gas projects.
* Practical experience across both pre-award and post-award contract phases.
* Strong background in enquiry preparation, enquiry management, tender evaluation, contract formulation, negotiation, and administration.
* Proven experience implementing contract management activities for capital or major technical projects.
* Understanding of standard industry contracting forms and the practical effect of their provisions.
* Strong knowledge of contract terms, commercial principles, legal issues, and risk allocation.
* Ability to identify contractual risks and develop effective mitigation measures.
* Experience assessing variations, claims, contractor correspondence, and contractual entitlement.
* Familiarity with purchasing, inspection, expediting, shipping, freight forwarding, customs, and material control.
* Thorough understanding of equipment, materials, and commodities used in the oil and gas industry.
* Knowledge of project procurement plans, vendor management, subcontractor evaluation, and expediting requirements.
* Familiarity with international oil and gas codes, standards, and supply chain practices.
* Understanding of UAE laws and regulations affecting contracts, procurement, and project execution.
* Strong commercial judgment, attention to detail, planning, organization, scheduling, coordination, and record-keeping skills.
