Role Context
The Procurement Specialist manages the commercial sourcing and purchasing of materials required for engineering, construction, and operational activities. The position ensures procurement decisions balance cost, technical compliance, supplier capability, quality requirements, delivery schedules, and project risk.
The role contributes directly to project performance by maintaining competitive sourcing, developing qualified vendors, controlling purchase order execution, monitoring market conditions, supporting expediting activities, and resolving commercial issues that could affect material availability or construction schedules.
Key Responsibilities
* Procure project and operational materials in accordance with company policies, procurement procedures, ethical standards, approved budgets, and technical requirements.
* Ensure materials are sourced from approved vendors offering competitive commercial terms and acceptable quality, safety, and delivery performance.
* Review material requisitions to confirm completeness, accuracy, specifications, quantities, delivery requirements, and procurement scope.
* Develop appropriate sourcing and procurement strategies for different categories of project and operational materials.
* Coordinate internally with Project Management Teams, Engineering, Construction, QA/QC, Safety, Accounting, Warehouse, and other relevant functions.
* Maintain direct commercial communication with vendors throughout inquiry, evaluation, award, and order execution.
* Apply knowledge of international standards, industry codes, regulations, and material requirements relevant to engineering and construction projects.
* Issue Requests for Quotation to suitable suppliers and secure technically and commercially compliant offers.
* Maintain sourcing lists and monitor outstanding RFQs to ensure vendor quotations are received within required timelines.
* Coordinate technical bid evaluation activities with Engineering or the requisitioning department.
* Follow up to ensure technical bid evaluations are completed in accordance with project schedules.
* Manage commercial and technical clarification interfaces with vendors during the bidding process.
* Perform commercial bid evaluations and compare pricing, commercial terms, lead times, delivery commitments, and supplier conditions.
* Obtain required commercial clarifications before finalizing supplier recommendations.
* Ensure vendor selection complies with approved procurement procedures, project budgets, and required delivery dates.
* Prepare Recommendations of Award and obtain necessary approvals according to established authorization procedures.
* Issue purchase orders to selected suppliers within assigned authority limits.
* Review and approve procurement orders where permitted by the applicable approval matrix.
* Administer purchase orders throughout execution, including amendments, revisions, commercial clarifications, and discrepancy resolution.
* Maintain complete and accurate purchase order files.
* Ensure procurement records provide a clear audit trail covering sourcing, quotations, evaluations, approvals, awards, and order changes.
* Protect confidential commercial and procurement information in accordance with company requirements.
* Assist expeditors by resolving vendor commercial issues that could affect manufacturing or delivery schedules.
* Work with suppliers to resolve delivery nonconformance matters and overage, shortage, or damaged material issues when required.
* Monitor vendor performance based on quality, delivery, responsiveness, commercial compliance, and overall execution.
* Visit suppliers as planned to assess production capability, new products, manufacturing capacity, and management performance.
* Identify new potential suppliers and maintain a capable and competitive vendor base.
* Facilitate supplier registration processes for potential vendors within company procurement systems.
* Monitor market conditions including material prices, manufacturing capacity, business activity, availability, and delivery lead times.
* Share information regarding new suppliers, products, market trends, procurement risks, and lessons learned with colleagues and management.
* Support worldwide integrated procurement activities and assist with development of supplier agreements where required.

* Coordinate with Bids and Proposal teams to ensure procurement inputs satisfy tender and commercial requirements.

* Engineering graduate with a recognized degree.
* Approximately 10 years of relevant procurement, purchasing, or materials sourcing experience.
* Broad understanding of the complete procurement cycle within engineering, construction, or energy projects.
* Strong knowledge of RFQ preparation, supplier quotation management, commercial evaluation, recommendation of award, and purchase order administration.
* Experience purchasing technical materials used within construction, fabrication, engineering, or project operations.
* Able to interpret material requisitions, specifications, standards, and technical procurement requirements.
* Strong understanding of supplier qualification and vendor performance management.
* Experience working with engineering and quality teams during technical bid evaluations.
