Position Overview
The Project Manager - Facilities and Construction role in Abu Dhabi Emirate, United Arab Emirates, is an Oil and Energy hiring opportunity leading major multidisciplinary developments from initial definition through construction, commissioning, start-up, completion, and handover.

The position will manage new plants, surface facilities, construction programs, and modifications to existing systems. Its primary objective is to deliver safe, technically reliable, and economically viable projects in accordance with shareholder guidelines, company standards, approved budgets, and operational requirements.

Role Context
Large energy facilities involve multidisciplinary engineering, complex construction interfaces, substantial financial commitments, and strict HSE obligations. Effective leadership is required to convert early project proposals into executable plans without compromising production targets, facility integrity, or business continuity.

The Project Manager will coordinate engineering teams, Project Management Consultants, multinational contractors, user departments, and commercial stakeholders. Decisions made throughout the project lifecycle will directly influence cost, quality, completion dates, operational readiness, and the long-term performance of field facilities.

Key Responsibilities
The role will direct projects through definition, design, procurement, construction, commissioning, start-up, acceptance, and final handover.

* Lead technical input into project proposals, feasibility assessments, and conceptual developments.
* Establish project requirements by reviewing technical information and consulting relevant stakeholders.
* Define and refine project scopes, objectives, specifications, costs, phases, and execution strategies.
* Evaluate technical feasibility and recommend practical alternatives where appropriate.
* Coordinate engineering design, material specifications, procurement activities, and contract tendering.
* Ensure designs and execution methods comply with approved codes, standards, and company practices.
* Establish work programs, contractor terms of reference, project standards, and working procedures.
* Direct multidisciplinary engineering teams assigned to field-development and facility projects.
* Manage Project Management Consultants and verify effective site supervision and project administration.
* Lead multinational contractors through engineering, procurement, construction, and commissioning.
* Initiate bidder prequalification and support the preparation of approved tender lists.
* Review contract, purchase, subcontract, and variation-order recommendations.
* Exercise control over project budgets, contract expenditure, cost forecasts, and financial authorizations.
* Coordinate currency requirements, import-duty exceptions, funding forecasts, and related financial matters.
* Develop project HSE programs and enforce approved contractor safety procedures and method statements.
* Audit safety compliance, identify deficiencies, and require timely corrective action.
* Establish quality-control expectations and monitor their application across project activities.
* Evaluate contractor performance against safety, quality, cost, schedule, and technical targets.
* Maintain the technical integrity of surface facilities throughout the project lifecycle.
* Advise management of anticipated completion dates and support operational start-up planning.
* Contribute to staffing plans and phased facility-acceptance arrangements.
* Assess alternative fabrication and construction methods based on technical and commercial value.
* Coordinate the acceptance and handover of completed plant sections to end-user teams.
* Prepare weekly highlights and monthly reports covering engineering, procurement, and construction progress.
* Recommend the acceptance or rejection of project work programs and execution proposals.
* Deliver assigned developments within approved HSE, quality, budget, and schedule targets.

Ideal Profile
Applicants should hold a bachelor\'s degree in Engineering or an equivalent qualification. PMP certification is required.

Candidates must have at least 12 years of professional experience in oil and gas project engineering or execution. This experience should include a minimum of five years leading multidisciplinary employees, consultants, and contractors in the definition and delivery of major projects.

The successful candidate will have sound knowledge of contracts, project planning, construction management, budgeting, cost control, commissioning, and start-up requirements. Strong leadership, commercial judgement, stakeholder management, and the ability to make accountable decisions on complex projects are essential.
