Role Context
The Project Manager - Oil and Gas will manage the complete lifecycle of major engineering projects linked to new plants, production facilities, plant modifications, surface facilities, and existing operating systems. The position carries direct responsibility for converting early technical requirements into executable project plans, controlling contractors and consultants, protecting project value, and ensuring that each assigned development project supports safe, economical, and technically reliable operations. The role has a direct business impact on capital efficiency, operational readiness, production continuity, contractor performance, and long-term field development objectives.
Key Responsibilities
* Manage and supervise major multi-disciplined engineering projects from initial inception through design, execution, commissioning, start-up, completion, and final handover.
* Lead technical input for proposal development, conceptual engineering, project scoping, design coordination, materials specifications, procurement planning, and tendering activities.
* Coordinate with user departments, finance, commercial support, engineering teams, consultants, contractors, and external stakeholders to define project requirements and execution priorities.
* Direct project management teams across all project phases, ensuring that engineering, procurement, construction, and commissioning activities remain aligned with approved plans.
* Manage Project Management Consultants and ensure effective site supervision, contract administration, technical coordination, and progress reporting.
* Develop practical implementation strategies for major development projects and ensure the strategy reflects cost, technical feasibility, construction logic, safety, and business needs.
* Guide multi-discipline engineering teams in assigned fields and coordinate technical reviews, project discussions, execution meetings, and management updates.
* Review background data, technical source material, engineering studies, cost inputs, and feasibility assumptions to support future project requirements.
* Refine early proposals into clear project plans, including scope definition, objectives, execution phases, design basis, estimated costs, and project strategy.
* Initiate and approve work programs, contractor terms of reference, project standards, working procedures, and execution controls before project delivery begins.
* Manage bidder pre-qualification, contract strategy, tender evaluation support, purchase recommendations, subcontract recommendations, and variation order reviews.
* Exercise control over project budgets, contract costs, expenditure approvals, financial forecasts, and cost-related project decisions.
* Ensure all approved changes are reflected in updated project plans, schedules, budgets, technical documents, and execution reports.
* Manage multinational contractors and consultants to ensure work is performed safely, efficiently, and in full compliance with company procedures and project requirements.
* Ensure every project is executed according to sound project management principles, approved engineering standards, company procedures, and shareholder guidelines.
* Prepare and oversee project safety programs, evaluate HSE performance, audit compliance, and ensure corrective actions are taken when deficiencies are identified.
* Confirm that contractors follow approved safety procedures, method statements, site rules, and safe work practices throughout all awarded works and contracts.
* Advise management on expected completion dates, start-up readiness, handover plans, and operational manning requirements.
* Review and authorize technical alternatives such as shop versus field fabrication, concrete versus steel structures, and other execution optimization options.
* Coordinate financial matters connected to assigned projects, including currency requirements, import duty considerations, budget forecasts, and financial reporting.
* Attend Tender Board meetings and provide clear updates on project status, financial position, contractor performance, risks, and required management decisions.
* Appraise contractor performance in quality, cost, schedule, safety, engineering execution, and construction delivery.
* Prepare weekly highlights and monthly progress reports covering engineering, procurement, construction, commissioning, cost, schedule, and project control activities.
* Maintain the technical integrity of surface facilities while controlling scope, cost, quality, schedule, and project risk throughout the lifecycle.
* Set and monitor quality control standards for project activities under the assigned area of responsibility.
* Recommend acceptance or rejection of work programs, contractor submissions, execution proposals, technical alternatives, and project implementation plans.
* Participate in divisional or companywide committees and provide specialist project management guidance during technical and management discussions.
Ideal Profile
* Bachelor Degree in Engineering or an equivalent qualification.
* PMP certification is required or strongly preferred.
* Minimum 12 years of professional experience in project engineering and project execution within oil and gas projects.
* At least 5 years of experience leading multi-disciplined staff, consultants, and contractors in defining and executing projects in the oil and gas industry.
* Strong background in major engineering projects, plant facilities, surface facilities, plant modifications, project execution, commissioning, and start-up planning.
* Sound knowledge of contracts, procurement, tendering, contractor management, planning, scheduling, budget control, and cost management.
* Proven ability to lead multidisciplinary engineering teams and coordinate consultants, contractors, finance, commercial, operations, and user departments.
* Strong understanding of HSE requirements, safety programs, site supervision, method statements, contractor safety compliance, and corrective action processes.
* Practical experience in managing project scope, technical feasibility, cost estimates, design development, execution plans, and construction strategies.
* Ability to make high-impact project decisions while controlling financial exposure, avoiding rework, and reducing schedule delays.
* Strong communication, leadership, reporting, negotiation, problem-solving, and stakeholder management skills.
* Capable of working in a complex Oil and Energy environment where technical integrity, safety performance, cost discipline, and timely delivery are critical.
