The Project Portfolio Manager - Gas Operations role in Abu Dhabi Emirate, United Arab Emirates, is an Oil and Energy hiring opportunity leading a diverse portfolio of engineering projects and plant modifications across major gas assets.
The position will direct multiple Project Managers and oversee delivery through the ASSESS, SELECT, DEFINE, EXECUTE, commissioning, start-up, and handover phases. It carries responsibility for project governance, portfolio performance, CAPEX, resources, risk, HSE, quality, and stakeholder alignment.

Role Context
The Technical Projects Division supports gas facilities including Habshan, Bab, Bu Hasa, Asab, and Habshan 5. Its portfolio covers capacity enhancements, debottlenecking initiatives, brownfield modifications, equipment upgrades, and business-continuity projects needed to maintain production and asset reliability.
The Project Portfolio Manager will align project priorities with strategic and operational objectives while ensuring disciplined progression through governance gates. During the first six to twelve months, the role will strengthen portfolio oversight, standardize performance controls, improve stakeholder coordination, and address risks affecting scope, schedule, cost, resources, and execution.
Key Responsibilities
The position will provide portfolio leadership across strategy, governance, project delivery, people management, CAPEX, stakeholder interfaces, risk, and continuous improvement.
* Manage a portfolio of projects from early assessment through execution and final handover.
* Direct and guide multiple Project Managers responsible for assigned developments.
* Align portfolio priorities with gas-business strategies and operational requirements.
* Monitor project schedules, budgets, resources, risks, and delivery performance.
* Intervene when projects deviate from approved scope, cost, quality, HSE, or schedule targets.
* Review and challenge project-execution strategies to improve value and delivery certainty.
* Establish portfolio-governance frameworks, decision gates, and assurance processes.
* Ensure compliance with the Group Value Assurance Process and project-approval requirements.
* Evaluate readiness for progression through ASSESS, SELECT, DEFINE, and EXECUTE gates.
* Advise management on priorities, investments, delivery strategies, and corrective action.
* Apply consistent project-management standards, methods, and good practices.
* Provide technical guidance, coaching, and performance direction to Project Managers.
* Promote accountability, collaboration, innovation, and delivery excellence.
* Support knowledge sharing, lessons learned, competency development, and succession planning.
* Consolidate project schedules, budgets, forecasts, and resource requirements.
* Contribute to annual CAPEX plans and long-term project-investment strategies.
* Monitor portfolio expenditure and identify cost-optimization opportunities.
* Review significant project changes, claims, variations, and contractual concerns.
* Allocate project resources according to portfolio priorities and execution needs.
* Maintain engagement with ADNOC Gas leadership and ADNOC Group companies.
* Coordinate with Operations, Engineering, Procurement, Legal, HSE, and other functions.
* Resolve high-impact issues requiring senior intervention or cross-functional alignment.
* Facilitate interfaces among Project Managers, Operations, Engineering, PMCs, licensors, vendors, OEMs, and EPC contractors.
* Represent the portfolio at governance forums, management reviews, and executive meetings.
* Monitor strategic project risks and ensure suitable mitigation plans are implemented.
* Enforce HSE, sustainability, quality, risk-management, and regulatory requirements.
* Review portfolio KPIs and prepare consolidated performance reports for management.
* Drive benchmarking, digitalization, innovation, and continuous delivery improvement.
* Oversee fast-track business-continuity projects supporting critical operational requirements.
* Protect uninterrupted production and long-term asset reliability throughout project execution.
Ideal Profile
The successful candidate will bring substantial senior-level experience managing portfolios of oil and gas projects across the complete development lifecycle. Proven leadership and mentoring of multiple Project Managers are essential.
Candidates should possess strong knowledge of project governance, the Group Value Assurance Process, project controls, risk management, contract administration, CAPEX planning, and brownfield execution. Experience coordinating EPC contractors, PMCs, licensors, OEMs, engineering consultants, and major operational stakeholders is required.
Previous experience within ADNOC or another major operator environment is highly desirable. The ideal candidate will combine strategic planning, decisive leadership, resource optimization, executive communication, stakeholder influence, and practical delivery judgement.
