Role Summary

The Senior Contracts Specialist - Services will review and process planned consultancy, insurance, service, and works contract requests from ADNOC directorates, develop contract requests into requests for tender, manage bidder lists, coordinate bid clarifications, support technical and unpriced commercial evaluations, perform commercial evaluation, and prepare award recommendations for management approval. The role also supports end users with evaluation criteria, contract methodology, commercial arrangements, claims, variations, contractor performance evaluation, and contract close-out activities.

What You’ll Do

* Review planned procurement and contract requirements from ADNOC directorates and business units for the forthcoming year.
* Identify missing information, tender requirements, contractual risks, and items that end users must address before submitting contract requests.
* Attend joint meetings with contracts teams and end users to review planned procurement needs and provide contract development guidance.
* Prepare checklists for service and work contract requests, including requirements for expression of interest or prequalification exercises.
* Identify potential group procurement or category management items and prepare internal memorandums for review.
* Obtain potential bidder lists from ADNOC Commercial Directory and verify bidder registration and work activity alignment with the future tender scope.
* Prepare justifications for long lists of companies for expression of interest or prequalification exercises.
* Prepare invitation correspondence in SAP Ariba for expression of interest and prequalification activities.
* Review and coordinate responses to EOI and prequalification queries from invited companies.
* Compile EOI and prequalification responses and forward relevant documentation to end users for review or evaluation.
* Conduct due diligence checks on prequalification evaluation responses and verify evaluation scoring where applicable.
* Review end user contract requests in SAP Ariba and confirm whether they are complete for tender purposes.
* Prepare written feedback for rejected or incomplete contract requests, listing missing information and documents required from end users.
* Develop contract development plans for tender and award activities in coordination with contracts management and end users.
* Prepare recommendations for bidder lists and tender strategy for management or tender board approval.
* Select the appropriate request for tender document from approved standard templates and compile RFT packages from contract request documents.
* Prepare bid invitation correspondence through SAP Ariba and ensure bidders confirm receipt of tender documents.
* Coordinate bid clarification meetings, site visits, letters of assistance, security pass arrangements, and related tender communications.
* Receive bidder queries through SAP Ariba, assign responses to relevant stakeholders, and issue bid bulletins when required.
* Receive and open technical and unpriced commercial bids in SAP Ariba.
* Coordinate end user technical evaluation clarifications and prepare formal bidder clarification correspondence.
* Review technical evaluation reports and conduct due diligence checks against contracts division requirements.
* Highlight corrections, shortfalls, or anomalies in technical evaluation reports and coordinate required revisions.
* Arrange commercial bid meetings with bidders and issue formal meeting communications.
* Perform commercial evaluation and support negotiation strategy development where applicable.
* Prepare recommendations for award of services or works for approval in line with delegation of authority.
* Prepare letters of award, register contracts in SAP, obtain contract numbers, and coordinate award documentation for signature.
* Prepare contract documents by consolidating tender bulletins, technical bids, clarification responses, and original RFT documents.
* Check signed contract documents, coordinate internal circulation for ADNOC signature, and issue fully signed contracts to contractors.
* Prepare regret letters to unsuccessful bidders and coordinate closure of the bid process.
* Support contract kick-off preparation with end users, contract administrators, and appointed contractors.
* Update tender and contract status in SAP on a weekly basis and provide inputs for KPI reporting.
* Support end users in developing prequalification criteria, technical evaluation criteria, and balanced evaluation methodologies.
* Follow up on contractor performance evaluations and ensure contract files are properly closed.
* Maintain complete tender and contract correspondence within SAP Ariba to support continuity, transparency, and audit readiness.
* Review claims and variation requests, assess commercial and contractual impact, advise on negotiation strategies, and support settlement meetings.
* Prepare recommendations for management approval related to claims, variations, and contractual issues.
* Supervise contracts engineers involved in contract development, consultancy agreements, change orders, and claims.
* Maintain and update standard correspondence, checklists, tender documents, and contract forms in coordination with legal, audit, finance, and assurance teams.
* Support procurement policy improvements, process enhancements, and continuous improvement initiatives.
* Ensure compliance with HSE policies, legal regulations, sustainability guidelines, ADNOC Code of Practices, and company procedures.

Candidate Requirements

* Bachelor Degree in Engineering, preferably Civil, Mechanical, or Electrical Engineering, Quantity Surveying, or an equivalent discipline.
* Minimum 6 years of professional experience in contract development.
* Experience in oil and gas, petrochemical, commercial, projects, or business contract environments is preferred.
* Strong knowledge of commercial practices, contract law, legal aspects, and contractual negotiation.
* Experience in tender development, tender preparation, bid evaluation, commercial evaluation, and contract award processes.
* Demonstrated experience in contract management, claims review, variation handling, and contractor correspondence.
* Ability to draft and review contract terms and conditions, including indemnities, insurances, guarantees, warranties, and liquidated damages.
* Good understanding of oil and gas industry operations and commercial contract requirements.
* Experience interfacing directly with contractors, consultants, service providers, legal teams, finance teams, insurance teams, and end users.
* Computer literate with ability to use office software and quickly adapt to ADNOC systems such as SAP Ariba and SAP contract tools.
* Fluent English communication skills, both written and verbal.
* Arabic language skills are an advantage.
* Strong negotiation, problem-solving, decision-making, organization, and project management skills.
* Ability to manage multiple contract interactions, high workload, tight timelines, and demanding commercial environments.
* Strong stakeholder focus with a responsive, confident, and positive working approach.
* Ability to work independently without close supervision while proactively resolving issues.
* Professional qualification such as MRICS is preferred.
* Additional qualification in Business Administration or Legal studies is preferred.
* Strong safety awareness with commitment to health and safety policies, hazard reporting, and safe working practices.
