Position Overview

ADNOC Group is hiring a Senior HSE Engineer - Plant Operations in Abu Dhabi Emirate, United Arab Emirates, for a specialist opportunity in the Oil and Energy industry. The role will monitor HSE performance across plant operations, verify compliance with company standards and support the effective implementation of HSE management systems.

Role Context

The Senior HSE Engineer - Plant Operations acts as the principal HSE contact for personnel working within the assigned facility or asset. The position translates corporate policies, ADNOC Codes of Practice and technical safety requirements into practical controls that can be applied during routine production, maintenance, equipment installation, material handling and plant shutdown activities.

Strong performance in this role reduces exposure to occupational injuries, environmental incidents, equipment damage and operational disruption. Inspection findings, risk studies and workforce training will help management identify unsafe conditions early and implement sustainable corrective measures.

Key Responsibilities

The position combines field monitoring, technical safety assessment, management-system support and workforce development.

* Monitor HSE inspections covering plant assets, equipment, materials, services and operational activities.
* Verify that inspection coverage is adequate and that inspected items satisfy applicable safety and environmental requirements.
* Review technical, project, quality and operational reports to identify HSE concerns requiring coordinated action.
* Track workforce HSE compliance and assess whether operating practices align with approved procedures.
* Participate in complex or high-impact inspections involving equipment installation, facility startup, loading, offloading and shutdown activities.
* Serve as the first point of contact for plant personnel seeking guidance on HSE management systems and ADNOC Codes of Practice.
* Explain safety, occupational health and environmental requirements in clear operational terms.
* Review purchasing standards to ensure that proposed equipment and materials comply with applicable safety codes and current technology requirements.
* Identify hazardous tasks and assess the controls required to reduce operational risk.
* Monitor the handling and disposal of hazardous waste, toxic chemicals and other controlled materials.
* Inspect personal protective equipment, emergency devices and HSE-related tools to confirm their suitability and availability.
* Recommend preventive maintenance requirements for safety equipment and protective installations.
* Follow up on safety-critical maintenance activities and verify that identified deficiencies receive timely attention.
* Contribute to plant safety programs, manuals, hazardous-area instructions, technical publications and awareness materials.
* Identify unsafe working conditions and recommend engineering, procedural or behavioural improvements.
* Prepare and update inspection schedules, checklists and hazard-survey documents for plant facilities.
* Work with HSE technical specialists on HSE Impact Assessments, HAZOP, HAZID, Root Cause Analysis and Risk Assessment studies.
* Participate in task risk assessments and other structured studies used to evaluate operational or project hazards.
* Convert study findings into practical recommendations, action plans and follow-up requirements.
* Review implemented HSE projects and improvement initiatives to determine whether expected controls remain effective.
* Audit recent HSE changes and assess their contribution to sustainable performance improvement.
* Lead housekeeping and environmental initiatives that improve safety and working conditions across the plant.
* Assess training needs based on operational hazards, inspection findings, incident trends and workforce responsibilities.
* Coordinate HSE training plans with technical specialists and management representatives.
* Conduct or facilitate safety briefings, awareness sessions and formal training programs.
* Plan, lead or monitor evacuation drills and emergency-response exercises.
* Evaluate drill performance and recommend corrective actions to improve personnel preparedness.
* Communicate updates to HSE policies, procedures, technology and operating practices.
* Provide recommendations and technical feedback to HSE Advisors and the HSE Technical Function.
* Support investigations into incidents, near misses and recurring unsafe conditions.
* Prepare routine and non-routine HSE analyses, performance reports and management updates.
* Maintain accurate records of inspections, findings, corrective actions, training and emergency exercises.
* Escalate serious hazards or unresolved compliance issues through the appropriate management channels.
* Promote consistent HSE ownership among employees, contractors and operational stakeholders.

Ideal Profile

This role is designed for an experienced HSE professional who understands the operating realities of large industrial plants. The preferred candidate can move confidently between field inspections, technical risk studies, management-system requirements and direct engagement with personnel.

Required qualifications and experience include:

* Bachelor\'s degree in Safety Engineering, Industrial Engineering or another related engineering discipline.
* At least eight years of relevant HSE experience.
* Minimum three years of experience working as a Safety Engineer or HSE Engineer.
* Background in HSE management systems, compliance monitoring and project implementation.
* Practical experience conducting inspections in operating industrial or energy facilities.
* Proven ability to deliver HSE training and workforce awareness sessions.
* Hands-on involvement in TRA, HAZID, HAZOP, PSSR and HSEIA studies.
* Experience assessing operational hazards and developing realistic control measures.
* Understanding of incident investigation and Root Cause Analysis techniques.
* Knowledge of hazardous materials, waste controls and environmental protection practices.
* Ability to review technical reports, safety procedures and inspection findings.
* Confidence coordinating with operations, maintenance, engineering, quality and project teams.
* ISO 9001 certification or relevant working knowledge.
* NEBOSH or NIOSH NPG certification.
* ISO 14001 or relevant RC certification.
