Role Context
The Senior HSES Specialist plays a vital role in protecting people, operations, and project performance by ensuring strong health, safety, environmental, and sustainability standards across project execution. This role supports safe working environments, regulatory compliance, subcontractor management, and operational risk reduction while promoting a proactive safety culture across multidisciplinary teams and project stakeholders.
Key Responsibilities
* Implement the HSES Management System in line with company standards, client requirements, and applicable legal regulations
* Develop and maintain HSES plans, procedures, and work instructions for project execution
* Drive a consistent risk-based HSES culture across project teams, contractors, and vendors
* Facilitate risk assessments and ensure risk registers remain updated and properly managed
* Prepare HSES activity plans covering audits, inspections, emergency response, and compliance schedules
* Monitor effectiveness of the Project HSES Management Plan and support continual improvement initiatives
* Conduct internal and external HSES audits and ensure timely reporting and corrective action follow-up
* Complete subcontractor and vendor HSES pre-qualification reviews and support bid evaluations
* Monitor subcontractor HSES performance and implement suitable hazard control measures
* Review client HSES documentation and perform gap analysis against project procedures where required
* Establish, monitor, and report key HSES performance indicators and statistical trends
* Lead HSES meetings, safety initiatives, and incident investigations with proper reporting and corrective action planning
* Support development of emergency procedures, training materials, awareness campaigns, and employee development plans
* Ensure prompt reporting of injuries, near misses, environmental incidents, and property damage cases
Ideal Profile
* Degree or Diploma in HSES or a related discipline
* Minimum 6 years of experience in the Energy Industry with strong field and project exposure
* Strong understanding of local and international HSES laws, codes, and regulatory compliance requirements
* Certified and experienced ISO lead auditor for ISO 9001, ISO 14001, or ISO 45001 standards
* Proven ability to work independently and lead teams in dynamic project environments
* Strong analytical skills for data review, KPI management, and trend analysis
* Excellent written and verbal communication skills for reporting and stakeholder engagement
* Strong leadership approach with practical problem-solving and decision-making abilities
