Role Context

The Senior Manager - Commercial Budgeting will drive financial discipline across the Group Commercial Function by supervising budget planning, cost analysis, expenditure monitoring, work program review, and monthly performance reporting. The position connects procurement strategy, commercial planning, financial governance, supplier market awareness, and cross-functional collaboration to ensure budgets are realistic, controlled, and aligned with business objectives. By coordinating with Corporate Planning, Finance, Legal, Group P and C, Group Companies, shareholders, vendors, contractors, and government entities, the role supports stronger decision-making and more accountable commercial performance.

Key Responsibilities

* Supervise the development, monitoring, reporting, and execution control of the commercial budgeting plan for C and ICV executive functions and Group Companies procurement teams.
* Optimize delivery of the Group Commercial Function budget in line with corporate financial policies, systems, procedures, governance requirements, and commercial agreements.
* Lead commercial budgeting plan development across the function, directorate, and relevant stakeholders to support annual and periodic planning cycles.
* Monitor budget performance, cost movements, work program commitments, and financial obligations to keep spending aligned with objectives.
* Control budget and cost analysis activities, reviewing financial plans and recommending adjustments where required.
* Analyze financial aspects of work programs and budgets to ensure consistency with function objectives, procurement priorities, and ADNOC financial interests.
* Review financial obligations related to concessions, commercial agreements, procurement commitments, and other function-level responsibilities.
* Coordinate with Corporate Planning and Performance focal points for periodic financial performance reviews of the function.
* Develop monthly financial performance reports for line management, direct reports, and functional leadership.
* Supervise preparation and checking of monthly financial performance reports to ensure accuracy, consistency, and timely submission.
* Investigate significant budget variances, highlight risks, reconcile differences, and recommend corrective actions for cost control.
* Support operational excellence in commercial planning by improving budget governance, reporting discipline, analysis quality, and stakeholder coordination.
* Review expenditure trends, procurement-related spend, work program assumptions, and budget utilization to identify financial risks and improvement opportunities.
* Provide commercial and financial insight to senior leadership to support decision-making across procurement, market development, and supply chain initiatives.
* Work closely with Group Commercial and ICV teams to ensure budgeting activities reflect current business priorities and strategic sourcing direction.
* Collaborate with other functions including Group P and C, Finance, Legal, ADNOC Group Companies, and shareholders to align budgeting and reporting requirements.
* Interface with local and international suppliers, vendors, contractors, third-party service providers, government entities, and international oil and gas representatives when required.
* Plan and supervise department personnel and resources to achieve division objectives efficiently and cost-consciously.
* Develop department knowledge, competencies, innovation, Personal Development Plans, succession planning, and talent pipelines in coordination with the Human Capability Group.
* Support development of UAE Nationals and Emiratization targets through structured capability-building within the department.
* Compile and provide input for division budgets, monitor department expenditure, and maintain effective performance and cost control.
* Lead implementation of approved department policies, processes, systems, standards, procedures, and internal controls.
* Implement the company performance management system and monitor department KPIs linked to annual performance contracts and the balanced scorecard.
* Review and recommend organization structure improvements to optimize human capital and support business objectives.
* Encourage innovation, change management, employee motivation, and continuous improvement in department operations and services.
* Propose process improvements against best practices and ISO standards to improve efficiency and resolve departmental challenges.
* Support HSE culture, sustainability practices, HSE training, and compliance with ADNOC Code of Practices.
* Prepare department MIS reports, progress reports, performance updates, and accurate management information for business decision-making.

Ideal Profile

* Bachelor’s Degree in Engineering, Supply Chain, Business Administration, or an equivalent discipline.
* Minimum 15 years of professional experience in procurement, commercial planning, budgeting, cost control, supply chain, or related commercial functions.
* Experience in the Oil and Energy sector or oil and gas procurement environment is preferred.
* Strong experience supervising budgeting plans, financial performance reporting, cost analysis, procurement budgets, and commercial work program reviews.
* Good knowledge of corporate financial policies, budget governance, internal controls, commercial agreements, concessions, and procurement planning processes.
* Strong understanding of global supply chain management, market development, sourcing trends, supplier markets, and commercial decision-making.
* Ability to analyze financial aspects of procurement work programs and recommend changes that protect business objectives and financial interests.
* Experience working with Corporate Planning, Finance, Legal, P and C, procurement teams, Group Companies, suppliers, vendors, contractors, and government entities.
* Strong knowledge of applicable legislation, regulations, commercial policies, procurement governance, and market environment considerations.
* Skilled in preparing monthly financial performance reports, MIS updates, budget variance analysis, cost summaries, and management presentations.
* Excellent communication and English language skills with strong business writing capability.
* Analytical thinker with sound decision-making ability and strong commercial judgment.
