The Senior Package Management Specialist takes end-to-end responsibility for assigned equipment packages, purchase orders, or subcontracts that are critical to project delivery. The role brings together engineering, supply chain, project controls, quality, construction, installation, commissioning, suppliers, subcontractors, joint venture partners, and customers to keep every element of the package aligned.
Success depends on maintaining a strategic view of cost, schedule, risk, technical performance, and contractual obligations while resolving issues before they become project constraints. The specialist provides senior management with an accurate picture of current performance, emerging risks, recovery requirements, and future package outlook.
Key Responsibilities
* Manage assigned purchase orders and subcontracts from award through final delivery, installation support, closeout, and commissioning where applicable.
* Deliver packages within approved budget and schedule while maintaining compliance with QHSES, contractual, technical, and project requirements.
* Maintain continuous communication with the Project Management Team regarding package status, priorities, emerging concerns, and short and long-term outlook.
* Identify package risks and opportunities early and develop mitigation, recovery, and opportunity capture plans.
* Present significant package risks, opportunities, and strategic recommendations to project leadership for review and agreement.
* Maintain accurate visibility of package costs, commitments, approved changes, pending changes, actual expenditure, and forecast at completion.
* Coordinate with Project Controls to ensure package cost and schedule information remains aligned with the overall project forecast.
* Compare original bid assumptions for cost and schedule against actual package performance and identify significant variances.
* Analyze required-on-site dates with project schedulers and establish execution priorities accordingly.
* Support development of Installation Work Packages and Advance Work Packages where required to protect construction and installation schedules.
* Coordinate suppliers, subcontractors, Engineering, Supply Chain, QHSES, Construction, Installation, Commissioning, joint venture partners, and customer representatives.
* Establish clear responsibility across stakeholders to ensure technical, commercial, documentation, manufacturing, and delivery issues are addressed promptly.
* Arrange and lead periodic supplier status meetings and participate in customer meetings when required.
* Maintain formal correspondence with suppliers, subcontractors, customers, and other involved parties.
* Attend package kick-off meetings, progress reviews, pre-inspection meetings, manufacturing reviews, and other critical execution meetings.
* Monitor day-to-day package processes and intervene when technical, commercial, quality, documentation, or schedule issues create bottlenecks.
* Escalate unresolved matters appropriately while continuing to drive practical recovery actions.
* Enforce Management of Change requirements and ensure Project Change Notices are correctly initiated, documented, evaluated, and tracked.
* Control package documentation priorities so engineering, supplier, customer, fabrication, and construction requirements are supported in the correct sequence.
* Review Technical Bid Evaluations and Commercial Bid Evaluations as applicable to package award and execution.
* Review purchase orders, supplier data, commercial requirements, technical documentation, and other key package records.
* Work closely with end users to ensure package performance and final deliverables meet operational expectations.
* Ensure applicable prime contract requirements are flowed down correctly to suppliers and subcontractors.
* Administer package variations in accordance with contractual and project procedures.
* Understand the complete requisitioning process from bid development and clarification through purchase order award and post-award execution.
* Coordinate with purchasing, expediting, logistics, material management, and other Supply Chain functions throughout package delivery.
