Role Context
The Senior Specialist acts as a corporate technical authority for fire and emergency preparedness, helping ensure that facilities across the Group are capable of responding effectively to major incidents. The position combines regulatory oversight, fire engineering knowledge, operational audits, capability assessment, emergency command support and competency development. By identifying gaps in systems, equipment, procedures and manpower, the role helps protect personnel, critical assets and production continuity across complex Oil and Gas operations.
Key Responsibilities
* Lead development of ADNOC Codes of Practice covering fire and emergency preparedness requirements.
* Define corporate technical and operational guidance in line with legislation and internationally recognized fire safety practices.
* Monitor implementation of fire and emergency preparedness requirements across Group companies.
* Conduct compliance audits and issue detailed recommendations to improve operational readiness.
* Track corrective actions and follow up on implementation until identified weaknesses are resolved.
* Perform specialist inspections of firefighting systems, emergency response arrangements and facility capabilities.
* Evaluate fire protection system design against operational hazards and required application densities.
* Review maintenance and inspection regimes to determine whether fixed and mobile firefighting systems remain reliable and effective.
* Participate in expert witness testing of fire protection systems where required.
* Work with contractors and system installers during testing, modification and project activities.
* Provide technical support to FEED teams on fire systems, mobile firefighting equipment, operating procedures and regulatory compliance.
* Conduct firefighting capability assessments based on credible worst-case scenarios.
* Perform GAP analysis comparing required response capability against available manpower, equipment and system capacity.
* Identify capability shortfalls and develop realistic recommendations to reduce fire risk in accordance with ALARP principles.
* Ensure each facility maintains appropriate firefighting resources for its operational risk profile.
* Develop and implement a Group-wide core competency framework for fire and emergency preparedness personnel.
* Establish training requirements aligned with recognized Oil and Gas emergency response standards.
* Coordinate accredited training through internationally recognized certification organizations.
* Audit competency levels of fire and emergency teams and verify personnel remain qualified for assigned responsibilities.
* Assess training needs and support preparation of structured development programs.
* Monitor trainee progress and provide coaching and counseling where required.
* Place particular emphasis on development and progression of UAE National employees.
* Establish and maintain a Corporate Fire Chief Forum involving Fire Team Leaders from Group companies.
* Facilitate sharing of lessons learned, emerging risks, regulatory updates and industry developments.
* Provide corporate direction on fire-related standards, systems, equipment and procedures.
* Coordinate with site management to maintain compliance with applicable fire legislation and industry requirements.
* Ensure Group company fire and emergency preparedness systems remain ready for immediate response.
* Provide leadership and command support within facility emergency response plans when major incidents occur.
* Advise Crisis Management Teams during emergency and crisis situations.
* Provide expert interpretation of incident dynamics to support safe and effective response decisions.
* Participate in Joint Industry Forums and maintain links with international fire safety and emergency response organizations.
* Identify relevant conferences, seminars and professional forums that strengthen knowledge transfer and operational standards.
* Advise senior management on changes in Fire and Safety Law, local regulations, international standards and industry best practice.
* Lead corporate-level fire accident investigations.
* Direct investigation teams, determine root causes and prepare comprehensive investigation reports.
* Present investigation findings, lessons learned and corrective recommendations to site and corporate management.
* Support continuous improvement of fire and emergency preparedness systems through benchmarking, training and operational reviews.
Ideal Profile
* Bachelor Degree in Fire Technology, Engineering or a closely related technical discipline.
* Membership of an accredited professional organization.
* Minimum Graduate Member status with the Institute of Fire Engineers.
* Minimum 8 years of relevant firefighting and emergency response experience.
* Previous experience within the Oil and Gas industry is strongly preferred.
* Experience at Senior Fire Officer level or equivalent is highly desirable.
* Strong knowledge of industrial firefighting systems and emergency preparedness requirements.
* Experience conducting fire risk assessments, audits and operational capability reviews.
* Strong understanding of fixed and mobile firefighting systems.
* Knowledge of firewater systems, foam systems and other industrial fire protection technologies.
* Practical experience assessing manpower, equipment and response capability against worst-case scenarios.
* Understanding of ALARP principles and risk-based fire protection decision-making.
* Experience supporting FEED projects and fire system design reviews.
* Familiarity with international fire safety standards, regulatory frameworks and industry codes.
* Experience developing firefighter competency frameworks and accredited training programs.
* Strong command and leadership capability during emergency response situations.
* Experience supporting Crisis Management Teams and incident command structures.
* Knowledge of fire accident investigation and Root Cause Analysis.
