Role Context
The Personnel Safety Manager - HSE Systems leads the development and implementation of personnel safety, transportation safety, and Work Management System requirements across the organization. The position ensures that policies, procedures, technical standards, risk controls, and awareness programs are aligned with company expectations, applicable legislation, international practices, and ADNOC Codes of Practice.
The role combines specialist safety governance with team leadership, performance management, budgeting, technical assurance, document control, and continuous improvement. Its work supports safer workplaces, stronger operational discipline, regulatory compliance, and consistent risk management across industrial activities.
Key Responsibilities
* Lead implementation and continuous improvement of the HSE Management System across personnel safety, transportation safety, and Work Management System activities.
* Develop, review, and update HSE policies, procedures, guidelines, standards, forms, and supporting documentation.
* Ensure safety management practices comply with applicable laws, regulations, company standards, and international requirements.
* Develop personnel safety, transportation safety, and Work Management System procedures aligned with operational needs.
* Establish measurable personnel safety and Work Management System Key Performance Indicators.
* Monitor safety performance against business objectives, approved targets, and departmental scorecards.
* Plan and deliver awareness sessions that communicate HSE policy updates, emerging risks, procedural changes, and safety expectations.
* Lead HSE systems and procedures document control to ensure approved information is current, accessible, and traceable.
* Govern transportation safety activities and verify compliance with HSE Management System requirements.
* Develop technical specifications for transportation safety, personnel safety, and Work Management System services, equipment, and solutions.
* Lead personnel safety studies, Work Management System assessments, workplace reviews, and technical risk evaluations.
* Assess safety tools, technologies, systems, and methodologies for suitability and compliance with business requirements.
* Evaluate workplace conditions to identify personnel safety hazards, transportation risks, and exposure concerns.
* Develop practical mitigation measures to reduce identified risks and prevent injuries, incidents, and operational disruption.
* Review fitness-to-work requirements and support the interpretation of occupational health criteria.
* Provide guidance on industrial hygiene surveys, public health considerations, and employee exposure controls.
* Offer independent technical advice on personnel safety legislation, regulatory obligations, and internal requirements.
* Coordinate incident prevention initiatives and ensure risk control actions are tracked through completion.
* Plan and supervise team activities, personnel assignments, and resource allocation to achieve departmental objectives.
* Ensure approved operational plans are implemented efficiently and within established cost controls.
* Develop employee capability through coaching, technical training, Personal Development Plans, and structured knowledge transfer.
* Support succession planning, talent pipeline development, and Emiratization objectives with emphasis on UAE National employees.
* Prepare departmental budget inputs and monitor expenditure against approved financial limits.
* Investigate and reconcile material cost variances to maintain effective budget and performance control.
* Lead implementation of approved policies, systems, processes, standards, procedures, and internal controls.
* Monitor individual and team performance against annual performance contracts and Balanced Scorecard objectives.
* Review organizational requirements and recommend team structures that improve resource utilization and sustainability.
* Encourage innovation, employee participation, and change management initiatives that improve safety services.
* Benchmark internal practices against ISO standards and recognized industry approaches.
* Promote a strong HSE culture across the team and reinforce accountability for safe working practices.
* Ensure team members receive adequate HSE induction, technical training, and role-specific safety preparation.
* Prepare management information reports, safety performance updates, and progress reports for company leadership.
Ideal Profile
* Bachelor\'s degree in Personnel Safety, Environmental Science, Occupational Health and Safety, or an equivalent discipline.
* Minimum 10 years of experience in personnel safety, occupational safety, HSE systems, or a closely related field.
* At least 5 years of experience in a comparable supervisory or management role.
* Strong knowledge of recognized personnel safety practices, HSE governance, and risk management principles.
* Detailed understanding of applicable safety legislation, regulatory requirements, and industry standards.
* Ability to provide objective and independent safety advice to management and operational teams.
* Working knowledge of fitness-to-work requirements, industrial hygiene surveys, and public health considerations.
* Strong understanding of industrial processes, equipment, materials, and hazards within the oil and gas industry.
* Proven experience developing safety policies, procedures, technical specifications, risk assessments, and performance indicators.
* Ability to lead teams, allocate financial and human resources, set priorities, and monitor subordinate performance.
* Strong capability in personnel safety studies, transportation risk assessment, and Work Management System governance.
* Excellent communication skills with the ability to engage employees, customers, contractors, and senior stakeholders.
* Strong report writing, analytical, planning, decision-making, and problem-solving abilities.
* Demonstrated commitment to continuous improvement, regulatory compliance, and workplace risk reduction.
* NEBOSH certification is required or strongly preferred.
* OHSAS 18001 and OCHS qualifications are advantageous.
