The Senior


Program Manager - Digital Strategy acts as an enterprise orchestrator and value guardian for major digital transformation programs. The role translates executive priorities into integrated roadmaps, governance models, investment cases, measurable objectives, delivery controls, and benefits realization plans.

Working across data, cybersecurity, cloud, advanced computing, connectivity, industrial communications, and enterprise applications, the position ensures that digital investments are coordinated, reusable, secure, and aligned with strategic priorities. It also supports executive decision-making by presenting quantified options related to funding, sequencing, scope, risk appetite, and expected returns.

Key Responsibilities

* Translate enterprise digital strategy into actionable multi-year program roadmaps aligned with business priorities and transformation objectives.

* Define value hypotheses, measurable Key Performance Indicators, Objectives and Key Results, delivery milestones, and benefits realization targets.

* Map dependencies across Group entities, digital domains, operating companies, technology platforms, and strategic initiatives.

* Present decision-grade recommendations to program boards, investment councils, steering committees, and design authorities.

* Advise executive stakeholders on program scope, funding allocation, sequencing, delivery trade-offs, and risk appetite.

* Develop quantified cost-benefit analyses, risk profiles, investment scenarios, and strategic decision papers.

* Coordinate portfolios covering data, cybersecurity, cloud, advanced computing, connectivity, industrial communications, and applications.

* Eliminate duplicated investments and identify opportunities for enterprise reuse, interoperability, shared services, and platform consolidation.

* Establish program governance frameworks, stage gates, review cadences, approval controls, and evidence requirements.

* Embed Objectives and Key Results, benefits ledgers, lean portfolio management, and value-based planning into program delivery.

* Maintain program business cases covering net present value, internal rate of return, payback periods, unit costs, and financial benefits.

* Align staged funding releases with verified milestones, delivery evidence, adoption progress, and value realization.

* Optimize program expenditure through demand shaping, vendor scope control, shared capabilities, and commercially efficient delivery models.

* Monitor schedule, cost, scope, quality, risk, adoption, and benefits performance across complex digital programs.

* Publish executive scorecards and heatmaps covering benefits capture, delivery predictability, lead time, cycle time, decision service levels, and risk exposure.

* Identify value leakage, delivery delays, cost overruns, scope drift, and unresolved dependencies.

* Initiate corrective and preventive actions and verify that agreed actions are completed effectively.

* Lead and coach Program Managers, Project Managers, Product Owners, Value Owners, analysts, and supporting delivery teams.

* Mentor UAE National employees and contribute to succession planning and long-term digital leadership capability.

* Act as deputy to the Manager or Vice President during governance meetings, executive reviews, and priority-setting discussions.

* Standardize program delivery playbooks, evidence requirements, stage-gate criteria, templates, and assurance practices.

* Establish communities of practice for program management, value management, benefits realization, and portfolio governance.

* Define role structures, capability pathways, and professional development requirements for program and portfolio teams.

* Run design sprints, controlled pilots, proof-of-concept initiatives, and structured experimentation with clear exit criteria.

* Convert successful pilot outcomes into reusable enterprise accelerators, standards, and platform capabilities.

* Improve governance processes through retrospectives, assurance findings, delivery metrics, and stakeholder feedback.

* Coordinate program increment planning, architecture review board engagements, investment reviews, and release governance.

* Embed policy-as-code and control-as-code requirements within continuous integration, continuous delivery, release readiness, and change control.

* Ensure digital releases meet cybersecurity, privacy, architecture, regulatory, legal, HSE, and operational requirements.

* Maintain audit-ready records across procurement, vendor management, technical standards, funding decisions, and program approvals.

* Govern exceptions and waivers by defining expiry dates, compensating controls, ownership, and remediation plans.

* Protect safety-critical operations through controlled sequencing, cutover planning, rollback preparation, and operational readiness reviews.

* Align digital programs with GreenOps, energy efficiency, carbon reduction, and sustainability objectives where applicable.

* Maintain an integrated risk register covering delivery, regulatory, cyber, operational technology, commercial, and vendor concentration risks.

* Quantify program risks, define treatment plans, assign ownership, and monitor mitigation effectiveness.

* Coordinate assurance activities with Cybersecurity, Legal and Compliance, HSE, Internal Audit, Risk, and Business Continuity teams.

* Prepare monthly and quarterly reports covering milestone delivery, benefits realization, risk status, standards compliance, and technical debt.

* Document lessons learned and verify closure of corrective and preventive actions.

Ideal Profile

* Bachelor\'s degree in Engineering, Computer Science, Information Systems, Business, or an equivalent discipline.

* Master\'s degree or MBA is preferred.

* 8-10+ years of experience leading complex enterprise digital programs with significant budget responsibility.

* At least 5 years of experience in cross-functional program leadership.

* Proven delivery of enterprise-scale transformation programs with measurable financial, operational, or customer benefits.

* Strong command of lean portfolio management, Agile at Scale, Objectives and Key Results, business case development, and benefits realization.

* Experience managing programs spanning data, cloud, cybersecurity, connectivity, applications, and industrial technology environments.

* Strong understanding of enterprise architecture, information security, data privacy, regulatory controls, and IT-OT operating environments.

* Demonstrated ability to influence executives and frame decisions involving investment, scope, sequencing, risk, and strategic trade-offs.

* Experience developing financial models using net present value, internal rate of return, payback, unit economics, and cost-benefit analysis.

* Strong knowledge of program governance, delivery assurance, earned value, forecasting, risk management, and audit controls.

* Ability to lead multidisciplinary teams, coach program professionals, and develop future leadership capability.

* Experience managing strategic vendors, systems integrators, hyperscalers, original equipment manufacturers, and consulting partners.
