Role Context
The Specialist provides an independent layer of assurance over competency-based assessment and technical training activities. The position verifies that assessor decisions are consistent, evidence-based and aligned with recognized occupational standards while supporting the development of qualified assessors and technical employees. By combining industry experience with vocational assessment expertise, the role helps maintain credible competency systems, stronger learning outcomes and consistent quality across training programs.
Key Responsibilities
* Independently verify assessment decisions to ensure consistency, validity and compliance with approved standards.
* Review assessment evidence and confirm that competency judgments made by Assessors are appropriately supported.
* Ensure assessment processes comply with internal quality assurance systems and external verification requirements.
* Provide Assessors with structured feedback on assessment decisions, evidence quality and areas requiring improvement.
* Maintain detailed knowledge of the occupational standards and assessment criteria assigned for verification.
* Conduct internal verification activities in accordance with applicable certification and verification body requirements.
* Perform interim verification of Assessors, Candidates and assessment evidence where required.
* Provide technical guidance and practical support to Assessors throughout the assessment cycle.
* Maintain complete and accurate records of internal verification activities.
* Participate in standardization activities designed to maintain consistent assessment practices across programs.
* Review recurring assessment quality issues and recommend corrective actions.
* Support implementation of corrective measures arising from internal audits and quality reviews.
* Contribute to continuous improvement of verification procedures and quality assurance systems.
* Train ADNOC Group company employees to become qualified Assessors.
* Coach newly qualified Assessors and strengthen their understanding of competency-based assessment principles.
* Support alignment of ADNOC skill profiles with relevant NQC portfolios and occupational requirements.
* Review competency frameworks to ensure appropriate connection between skill profiles, learning outcomes and assessments.
* Lead or support delivery of discipline-specific short courses according to operational requirements.
* Develop technical training materials that reflect defined learning objectives and competency needs.
* Update learning resources to maintain technical accuracy and relevance.
* Ensure training activities comply with required technical standards and HSE precautions.
* Facilitate classroom, workshop and practical learning activities within vocational training environments.

* Support annual budget planning and monitor resources required for technical training and assessment activities.

* Contribute to UAE National development and Emiratization objectives through structured skills development.
* Support identification and mitigation of risks affecting assessment and training activities.

* Prepare timely MIS reports, quality updates and progress information for management review.
Ideal Profile
* BEng or equivalent qualification in a relevant technical discipline.
* Internationally recognized Assessor and Verifier qualification.
* Certified International Assessor and Verifier credentials are required.
* Minimum 8 years of hands-on experience in the Oil and Gas or petrochemical industry.
* Approximately 6 years of assessment, verification and technical training experience within a vocational training environment.
* Previous vocational education experience is advantageous.
* Strong working knowledge of competency-based assessment principles.
* Demonstrated experience conducting internal verification and quality assurance reviews.
* Familiarity with NQC competency and portfolio requirements.
* Knowledge of OPITO standards and assessment expectations is highly valuable.
* Ability to evaluate assessment evidence objectively and challenge inconsistent competency decisions.
