The Procurement Specialist
is responsible for converting approved material requirements into commercially sound purchase commitments that support project execution without compromising technical compliance, quality, safety, delivery, or cost.
The position works across the complete procurement cycle, beginning with requisition review and sourcing strategy and continuing through RFQ issuance, bid evaluation, Recommendation of Award, purchase order placement, order administration, expediting support, discrepancy resolution, and procurement close-out.
Because materials can directly affect engineering progress, fabrication, construction schedules, and project profitability, the specialist must combine commercial judgment with an understanding of technical specifications, international standards, vendor capabilities, logistics constraints, and regional market conditions.
Key Responsibilities
* Procure project and operational materials in accordance with approved company policies, procurement procedures, ethical standards, and delegated authority.
* Ensure purchases are placed with approved and qualified vendors at commercially competitive prices.
* Balance price, technical compliance, quality, safety, delivery, and project schedule requirements during sourcing decisions.
* Review material requisitions and confirm that requirements are complete and sufficiently defined before initiating procurement.
* Understand technical specifications, applicable codes, international standards, and project requirements associated with construction and EPCI materials.
* Coordinate internally with Project Management Teams, Engineering, Construction, QA/QC, Safety, Accounting, Warehouse, and other stakeholders.
* Act as the primary commercial interface with vendors during sourcing and purchase order execution.
* Assist with development of sourcing and procurement strategies appropriate to different material categories.
* Identify suitable procurement approaches based on technical complexity, delivery priorities, vendor availability, cost exposure, and market conditions.
* Maintain an effective and competitive vendor base.
* Survey local, regional, and international markets for new sources of supply.
* Identify emerging suppliers capable of supporting project requirements.
* Visit vendors periodically to assess capabilities, production capacity, new products, management systems, and commercial readiness.
* Facilitate the Supplier Registration Process for potential vendors within McDermott systems.
* Monitor vendor performance throughout procurement and order execution.
* Evaluate supplier reliability across commercial responsiveness, delivery, quality, and contractual performance.
* Maintain awareness of market trends affecting material prices, availability, manufacturing capacity, and lead times.
* Exchange sourcing intelligence, supplier developments, market observations, and lessons learned with procurement colleagues and management.
* Manage the RFQ process from requisition review through commercial evaluation.
* Issue Requests for Quotation to appropriate vendors and follow up to secure timely, compliant offers.
* Maintain sourcing lists to track RFQs, vendor responses, clarifications, and procurement status.
* Expedite outstanding quotations where required to protect project schedules.
* Coordinate with Engineering or the requisitioning function to ensure Technical Bid Evaluations are completed on schedule.
* Manage vendor clarification activities during technical and commercial evaluation.
* Obtain commercial clarifications where bids require further definition.
* Conduct commercial bid evaluations using approved procedures and evaluation criteria.
* Verify that commercial offers remain aligned with budget, delivery, payment, warranty, and contractual requirements.
* Support vendor selection in accordance with McDermott procurement procedures.
* Prepare Recommendation of Award documentation for selected vendors.
* Obtain required internal approvals before purchase commitment.
* Maintain confidentiality of bid information, pricing, commercial evaluations, and procurement data.
* Issue purchase orders to approved vendors following completion of required authorization.
* Review and approve purchase orders where transactions fall within assigned approval limits.
* Maintain accurate purchase order files and supporting procurement documentation.
* Administer purchase orders throughout execution, including amendments and revisions.
* Resolve commercial discrepancies arising after purchase order placement.
* Coordinate with vendors when delivery, quantity, commercial, or documentation issues require corrective action.
* Ensure a complete and traceable audit trail exists for procurement decisions and contractual documentation.
* Support expeditors with commercial guidance during purchase order execution.
* Resolve vendor commercial clarifications that could affect manufacturing, documentation, shipment, or delivery.
* Assist with resolution of delivery nonconformance matters where procurement intervention is required.
* Support resolution of overage, shortage, and damaged material issues when applicable.
* Coordinate with Warehouse, Quality, and vendors to close procurement-related discrepancies.
* Monitor supplier manufacturing capacity and market lead times to identify potential schedule risks.
* Escalate significant commercial or delivery concerns before they affect construction or project milestones.
* Support bid pricing activities by providing accurate and timely material cost information.
