Design Manager - Master Planning and Infrastructure
Azizi Developments is seeking a highly skilled Design Manager - Master Planning and Infrastructure to join our in-house Design 360 Studio in Dubai. This is a strategic role for professionals experienced in leading master planning efforts and infrastructure coordination for large-scale communities across the UAE. You will be instrumental in shaping Dubai’s future landscapes through our iconic projects such as Azizi Venice, Monaco Mansions, and Burj Azizi.

What Does a Design Manager in Master Planning and Infrastructure Do?
In this role, you will manage the design and coordination of master plans and infrastructure layouts, ensuring alignment with both regulatory authorities and Azizi’s vision. You’ll lead external consultants and internal design teams through RFPs, approval processes, land-use planning, and infrastructure zoning.
What Are the Key Responsibilities?
- Prepare scope of work and RFPs for hiring external master planners and infrastructure consultants
- Manage external consultants and review design packages throughout project lifecycle
- Oversee in-house master plan development with CAD/BIM teams where applicable
- Create land use diagrams, zoning allocations, road networks, and amenities layouts
- Generate studies on coverage, GFA allocations, height and massing, and population density
- Compile Design Control Regulations (DCRs) and maintain data for each community
- Coordinate with Dubai regulatory authorities for planning approvals, NOCs, CRFs, and permits
- Develop and update Azizi’s Master Plan Design Guidelines in line with international and local standards
- Prepare high-quality presentations and board-level reporting decks using advanced visualization tools
- Ensure all documentation and data are organized for efficient retrieval and project traceability
What Skills and Experience Are Required?
Education:
- Degree in Architecture, Urban Planning, or a related field
Experience:
- Minimum 15 years of experience in master planning and infrastructure design
- Must have delivered at least 2 full master-planned communities in Dubai with all regulatory NOCs
Skills:
- Strong knowledge of Dubai Municipality and Trakhees approval processes
- Proficient in AutoCAD, BIM tools, Rhino, SketchUp, Adobe Photoshop, and Illustrator
- Expertise in Microsoft Excel, Word, and PowerPoint for high-level reporting
- Skilled in urban design principles, land-use planning, and infrastructure zoning
- Capable of preparing detailed area studies, allocation reports, and feasibility evaluations
- Strong analytical skills and attention to data accuracy for land coverage and service area calculations
- Ability to manage multiple stakeholders and communicate technical concepts to senior leadership
