Job Overview
As Energy Senior Advisor, you will be the key liaison between Azizi Energy, government bodies, and local communities. You will support stakeholder engagement, permitting processes, project planning, and sustainability frameworks for projects totaling more than 10,000 MW in capacity. These include power plants and infrastructure such as pipelines and transmission networks. Your insights will be vital in ensuring smooth execution in a challenging but high-impact environment.
Key Responsibilities
* Lead stakeholder engagement and maintain trusted relations with local communities, DABS, MEW, and other regulatory bodies
* Organize community consultations and develop socioeconomic support programs (e.g., skills training, employment)
* Coordinate the permitting process with MEW, Ministry of Finance, and Ministry of Mines to ensure all licenses and land access are secured
* Review feasibility studies and planning materials alongside the Joint Working Group to identify and prioritize energy projects
* Provide guidance to local contractors and monitor project timelines and socioeconomic indicators
* Ensure environmental and social impact assessments meet Afghan laws and international standards
* Propose and execute sustainable development initiatives, including renewable energy integration and capacity-building efforts
* Collaborate with government agencies to ensure physical site security during all project phases
* Identify and mitigate operational risks, including those related to logistics, security, and social unrest
Job Requirements
* Bachelor’s degree in Public Administration, Environmental Management, Engineering, or related field (Master’s preferred)
* At least 5 years of experience in stakeholder engagement or community development, preferably in energy or infrastructure sectors
* Deep familiarity with Afghanistan’s regulatory landscape, community structures, and development challenges
* Knowledge of energy infrastructure including power generation (hydro, wind, solar, coal, gas) and transmission systems
* Fluent in English and Dari or Pashto
* Strong communication, cultural sensitivity, and project coordination skills
* Experience with PPP frameworks and international development standards is highly desirable
