Head of Master Planning and Infrastructure
Azizi Developments is looking for an experienced Head of Master Planning and Infrastructure to lead large-scale urban planning and infrastructure projects. This role involves overseeing master planning strategies, coordinating with consultants, and ensuring compliance with local and international regulations. The ideal candidate will have a strong background in master planning, infrastructure design, and regulatory approvals in Dubai.

Key Responsibilities:
- Prepare scope of work and manage external master planners and infrastructure consultants throughout project execution
- Oversee the issuance of RFPs, response to RFIs, and overall consultant management
- Review and approve master planning deliverables from outsourced consultants to ensure compliance with design and contract requirements
- Work with internal CAD/BIM modelers to develop design concepts into actionable master plans
- Develop sketches, diagrams, and calculations related to:
- Land use distribution and percentages
- Developable and non-developable land allocations
- Coverage and gross floor area (GFA) allocations
- Service area distribution and road networks
- Population density and height studies
- Compliance with Dubai\'s Development Control Regulations (DCR)
- Maintain organized databases for easy retrieval of planning and infrastructure documentation
- Manage approvals and submissions with regulatory authorities to obtain planning and construction permits
- Create high-quality presentation materials for management and board meetings
- Ensure master planning projects adhere to both local and international regulatory standards
- Develop and continuously update Azizi Developments’ Master Plan Design Guide
Required Skills and Qualifications:
- Minimum 20-25 years of experience in master planning, including delivering at least 2-3 large-scale community developments in Dubai with all necessary NOCs and approvals
- Strong knowledge of local and international codes for master planning and urban development
- Proficiency in CAD/BIM software for master planning applications
- Expert-level proficiency in Microsoft Office for report preparation and presentations
- Strong presentation skills using tools such as Rhino, SketchUp, Photoshop, and Illustrator
- Strong analytical and numerical skills for data-driven decision-making
