Key Responsibilities:
- Develop, negotiate, and administer contracts and proposals, ensuring compliance with company policies and project requirements
- Lead the end-to-end tendering process, from bid evaluation to contract awarding, incorporating HSE, QA/QC, and document control requirements
- Prepare final draft contracts and coordinate approvals from authorized stakeholders
- Manage contract variations, amendments, and change orders in a timely and compliant manner
- Conduct contract risk assessments, identify potential claims, and develop resolution strategies
- Review and ensure Requests for Proposal (RFPs) align with project objectives and DHRE standards
- Collaborate with legal teams to review contractual qualifications and finalize agreements
- Evaluate contractor and consultant performance, ensuring adherence to contractual obligations throughout the project lifecycle
- Provide strategic recommendations for dispute resolution, cost management, and risk mitigation
- Stay updated on market trends and legal developments to support informed contract management decisions
- Ensure adherence to the Delegation of Authority (DOA) and internal policies related to contracts and procurement
Required Skills and Experience:
- Bachelor\'s degree in Contracts Management, Quantity Surveying, or a related field; Master’s degree preferred
- Certified Contract Manager (CCM), Professional Contract Manager (PCM), or Certified Public Procurement (CPP) certification is an advantage
- Strong understanding of contract law, construction law, and risk management principles
- 6-8 years of experience in contract management, with at least 4 years in a senior commercial or QS management role
- Expertise in contract drafting, negotiation, execution, and administration of complex contracts
- Experience with contract management and project management tools such as Primavera P6 or Oracle Primavera Cloud
- Proficiency in MS Office Suite and financial analysis tools
- Strong negotiation skills to achieve cost savings and optimize procurement strategies
- Ability to analyze and mitigate risks associated with complex contracts
- Strong organizational skills with the ability to manage multiple projects and deadlines
- Excellent communication and stakeholder management skills
