Quantity Surveyor Manager – Construction & Retail Projects

Join Apparel Group as a Quantity Surveyor Manager and lead the commercial and contractual administration of fast-paced retail and infrastructure developments across the GCC. This role is pivotal in ensuring cost efficiency, robust contract compliance, and commercial optimization across all post-contract stages.

Key Responsibilities

Contract & Commercial Oversight

* Administer FIDIC and similar standard form contracts, ensuring legal and procedural compliance
* Manage Interim Payment Applications, Final Accounts, and contract deliverables
* Coordinate and control variations, issue contractual instructions, and monitor compliance
* Lead negotiation and drafting of contract amendments, warranties, guarantees, and closing documentation

Claims & Risk Management

* Evaluate and manage claims including cost, time extensions, and delays
* Liaise with planning and legal teams to ensure defensible claim positions
* Respond to project correspondences and disputes to safeguard the organization’s financial interest

Financial Reporting & Cost Control

* Prepare and manage Cost Value Reconciliation (CVR) reports and financial dashboards
* Monitor project cash flows, cost projections, and procurement spend to ensure financial discipline
* Track actual versus forecasted costs, highlighting budget risks and proposing value engineering

Procurement & Vendor Management

* Lead the negotiation and finalization of subcontractor and supplier contracts
* Evaluate vendor performance, enforce terms and conditions, and control scope creep
* Ensure timely procurement aligned with construction schedules and project milestones

Cross-functional Leadership

* Collaborate with maintenance, delivery, design, and site execution teams to ensure seamless delivery
* Contribute to management meetings with commercial insight and contractual clarity
* Support delivery teams during project close-outs, handovers, and final certifications

Candidate Profile

* Bachelor’s degree in Quantity Surveying, Civil Engineering, or Construction Management
* 10–15 years of relevant experience, preferably in fast-track retail, fit-out, or mixed-use projects
* Strong command of FIDIC post-contract administration and cost control principles
* Demonstrated success in managing variations, claims, and value engineering initiatives
* Proficient in MS Excel, ERP, and commercial tracking tools
* Excellent negotiation, analytical, and contractual correspondence skills
* Ability to work under pressure in a deadline-driven, multi-stakeholder environment
