Procurement Director - Transport Corridor

strategy, planning, execution, governance, and supplier management for a major transport corridor involving civil works, structural packages, rail and road systems, transport buildings, depots, stations, hubs, professional services, and specialist advisory contracts. This position works closely with programme management, design, engineering, planning, cost, legal, finance, risk, construction, and executive stakeholders to ensure procurement activities support design readiness, funding constraints, approvals, critical path milestones, commercial objectives, and DMO governance requirements.

Key Responsibilities

* Develop, own, and continuously improve the procurement strategy for the PUA-VST corridor within the DMO framework.
* Define sourcing strategies for major categories, work packages, transport systems, professional services, and construction-related procurement.
* Lead procurement planning for civil works, structural works, rail systems, road systems, signaling, telecoms, control systems, rolling stock interfaces, buildings, depots, stations, and hubs.
* Align procurement plans with programme objectives, funding constraints, risk appetite, approval routes, and DMO governance requirements.
* Prepare and maintain the procurement master schedule, ensuring alignment with design development, approvals, budget planning, construction sequencing, and delivery milestones.
* Lead pre-market engagement, supplier briefings, industry engagement sessions, and prequalification processes for major transport contracts.
* Oversee preparation and quality assurance of procurement documentation, including Expressions of Interest, RFQs, RFPs, ITTs, scopes of work, pricing schedules, commercial conditions, and evaluation criteria.
* Manage the full tender cycle, including tender issuance, clarification management, addenda, bid receipt, evaluation coordination, recommendation preparation, and award support.
* Coordinate technical, commercial, financial, legal, and risk evaluations to ensure tender decisions are robust, traceable, and properly documented.
* Ensure procurement processes are fair, transparent, auditable, and compliant with DMO policies, public procurement requirements, funding obligations, and applicable regulations.
* Recommend appropriate contracting and commercial models for major work packages, including EPC, Design and Build, DBFM, PPP, concession, and framework agreement options.
* Work with legal, finance, risk, technical, and programme teams to develop balanced contract terms, commercial models, and risk allocation structures.
* Lead commercial negotiations with bidders and reconcile technical, financial, legal, and programme requirements to secure optimal outcomes.
* Develop and maintain a competitive supplier base covering local and international contractors, systems suppliers, consultants, and specialist service providers.
* Monitor supplier market intelligence, including price trends, supply chain capacity, market risks, technology changes, and innovation opportunities in the transport sector.
* Establish supplier performance frameworks, KPIs, review mechanisms, and improvement plans for major contractors and suppliers.
* Drive collaboration, issue resolution, performance improvement, and transparent supplier relationship management.
* Implement procurement governance frameworks, approval controls, audit trails, evaluation protocols, and documentation standards across all procurement activities.
* Identify procurement and commercial risks and integrate them into the programme risk register with clear mitigation strategies.
* Produce concise procurement reports, evaluation summaries, board papers, decision papers, and executive updates for leadership and steering committees.
* Coordinate with programme management, design, engineering, planning, cost management, and construction teams to align procurement with design maturity and delivery readiness.
* Ensure procurement lead times, tender issue dates, evaluation periods, approval cycles, and contract award dates support the critical path.
* Support contract change management, including procurement-related variations, claims support, re-tendering, contract amendments, and package strategy adjustments.
* Act as the principal procurement interface for the PUA-VST corridor within the DMO.
* Present procurement strategies, tender outcomes, recommended awards, commercial risks, and procurement decisions to senior leadership forums.
* Support approvals, consultations, and alignment with national and regional transport strategies and wider DMO priorities.
* Lead, mentor, and develop the procurement team, including category leads, buyers, analysts, and supporting commercial resources.
* Build procurement team capability in strategic sourcing, complex evaluations, negotiation, supplier management, and contract management.
* Promote standardization, best practices, lessons learned, continuous improvement, and consistent use of procurement tools, templates, and processes.

Ideal Profile

* Bachelor’s degree in Engineering, Quantity Surveying, Supply Chain Management, Business, or a related discipline.
* Minimum 20 years of procurement experience within the transport sector, including rail, metro, highways, regional transport links, or multimodal networks.
* Demonstrable record leading procurement for large-scale, multi-package transport programmes, corridors, or major infrastructure portfolios.
* Extensive experience managing end-to-end procurement for high-value, complex infrastructure and systems contracts.
* Strong understanding of construction methodologies, rail systems, road systems, transport interfaces, systems integration, and typical risk profiles in transport contracts.
* Regional experience in the GCC or Middle East is preferred, ideally with knowledge of Saudi Arabia procurement regulations and market dynamics.
* Master’s degree in Project Management, Infrastructure Management, Supply Chain, Public Administration, or a related field is desirable.
* Professional certification such as CIPS, ISM, RICS, or equivalent is preferred.
* Experience with PPP or concession structures is desirable.
* Experience working with international financial institutions, public-sector clients, or major government-led infrastructure programmes is an advantage.
* Strong commercial acumen with advanced negotiation capability.
* Deep knowledge of procurement methodologies, tender evaluation techniques, governance controls, and standard forms of contract used in transport infrastructure.
* Able to manage multiple complex procurements concurrently in a programme environment.
* Excellent stakeholder management, communication, presentation, and executive reporting skills.
* Able to present complex procurement strategies, commercial recommendations, and award decisions at executive and board level.
