Role Context
The Safety
Key Responsibilities
* Conduct planned and unannounced inspections of transport facilities, mobility infrastructure, vehicles, depots, stations, workshops, highways, and operational work areas.
* Verify compliance with applicable safety legislation, regulatory requirements, standards, permits, licenses, approvals, and internal procedures.
* Carry out routine safety inspections to identify hazards, unsafe acts, unsafe conditions, operational risks, and regulatory non-compliances.
* Participate in formal safety audits and support the documentation of findings, observations, recommendations, and corrective action plans.
* Track corrective and preventive actions raised from inspections, audits, investigations, and regulatory reviews until proper closure is achieved.
* Review safety documentation including risk assessments, method statements, permit-to-work records, operating procedures, training records, and compliance files.
* Check that required certifications, permits, licenses, regulatory approvals, and operational documents remain valid, current, and properly recorded.
* Monitor the implementation of regulatory directives, notices, recommendations, safety instructions, and improvement actions.
* Support investigations of incidents, accidents, and near misses from a safety compliance and regulatory perspective.
* Collect evidence such as photographs, witness statements, inspection notes, records, and supporting documents for investigation files.
* Assist with root cause analysis and recommend corrective measures that reduce the likelihood of recurrence.
* Prepare accurate inspection, audit, and investigation reports covering findings, risks, breaches, observations, and required follow-up actions.
* Maintain inspection records, audit reports, notices, follow-up trackers, investigation documents, and regulatory records in approved systems.
* Escalate serious safety risks, repeated non-compliances, regulatory breaches, or imminent danger situations to senior safety personnel.
* Liaise with operators, contractors, consultants, internal teams, and relevant stakeholders to communicate inspection findings and compliance expectations.
* Provide practical guidance on safety legislation, standards, codes of practice, procedures, and recognized safety management practices.
* Support safety awareness campaigns, toolbox talks, briefings, and field-level communication activities.
* Contribute to the development and improvement of inspection checklists, procedures, guidance notes, and compliance monitoring tools.
* Analyze recurring safety observations and recommend improvements to strengthen operational safety performance.
* Keep professional knowledge updated through training, regulatory awareness, and continuous learning in transport safety and HSE practice.
* Perform additional responsibilities related to safety compliance inspection as required by the project or management team.
Ideal Profile
* Saudi National candidate.
* Diploma or Bachelor’s degree in Occupational Safety, Engineering, Environmental Health, or a related discipline.
* Minimum 5 years of experience in safety inspection, HSE, regulatory compliance, operational safety, or field safety monitoring.
* Experience in infrastructure, transportation, industrial, construction, mobility, or operational environments.
* Working knowledge of health, safety, and environmental legislation, regulations, standards, codes of practice, and compliance requirements.
* Practical experience conducting site inspections, compliance audits, regulatory assessments, and safety documentation reviews.
* Ability to identify hazards, unsafe conditions, unsafe acts, and non-compliances in active operational environments.
* Experience reporting safety non-compliances and following up corrective and preventive actions.
* Familiarity with incident investigation processes, evidence collection, and root cause analysis methods.
* Strong analytical skills with careful attention to detail, documentation quality, and regulatory accuracy.
* Excellent written and verbal communication skills.
* Ability to prepare clear inspection reports, audit summaries, compliance records, and regulatory documentation.
* Capable of working independently, planning field inspection activities, and managing multiple follow-up actions.
* Proficient in Microsoft Office applications and digital inspection or reporting systems.
* High level of integrity, objectivity, professionalism, and sound judgment when handling compliance matters.
* Experience in rail, metro, bus, highways, depots, stations, workshops, or transport infrastructure is preferred.
* Professional safety certification such as NEBOSH, IOSH, or an equivalent recognized qualification is desirable.
* Knowledge of safety management systems, risk assessment methods, international safety standards, and industry best practices is an advantage.
* Experience supporting compliance monitoring programmes, regulatory authorities, accident investigations, or large infrastructure programmes is preferred.
* Strong stakeholder management skills when working with operators, contractors, consultants, and regulatory agencies.
* Collaborative mindset with the ability to promote a positive safety culture across multidisciplinary teams.
