Parsons is hiring a Stakeholder Specialist - Rail Interfaces in Riyadh, Saudi Arabia for a major program within the Transportation-Trucking-Railroad industry. Open to Saudi nationals, this role will support external coordination with government bodies, regulators, utility providers, transport agencies, community representatives, and other third parties.
Reporting to the Stakeholder Manager, the specialist will communicate project updates, manage external requirements, and help resolve issues that could affect delivery. The position requires strong knowledge of Riyadh\'s stakeholder environment and proven experience supporting rail, transit, or transportation infrastructure programs.

Role Context
Major transportation programs depend on timely approvals, utility coordination, land access, traffic planning, and alignment between numerous public and private organizations. The Stakeholder Specialist will help connect these external requirements with the project\'s technical and delivery teams.
Proactive engagement will reduce approval delays, clarify responsibilities, and support faster resolution of interface issues. By maintaining accurate records and responding professionally to concerns, the specialist will also help protect the project\'s reputation and strengthen public-sector relationships.
Key Responsibilities
The specialist will support the Stakeholder Manager in coordinating external interfaces throughout project delivery.
* Build and maintain productive relationships with public authorities, government entities, industry partners, utility providers, and key decision-makers.
* Facilitate communication between external stakeholders and internal project teams.
* Support engagement with the Ministry of Transport on transportation infrastructure and public-transport matters.
* Coordinate utility issues involving Saudi Electricity Company, Saudi Aramco, National Water Company, and telecommunications operators.
* Track infrastructure interfaces and help responsible parties resolve technical or access constraints.
* Support integration between project transportation networks, airports, and regional transport facilities.
* Collaborate with Civil Defense, Riyadh Municipality, and the Ministry of Interior on traffic and implementation requirements.
* Maintain awareness of land-acquisition schedules, access requirements, and right-of-way processes.
* Coordinate stakeholder actions that affect site access, permits, utilities, traffic, or construction sequencing.
* Monitor regulatory developments, legal precedents, and external conditions that may influence delivery.
* Assess political, social, environmental, and industrial issues affecting stakeholder expectations.
* Develop and implement engagement strategies for emerging project concerns.
* Record stakeholder requirements, commitments, decisions, and outstanding actions.
* Prepare meeting minutes, presentations, coordination documents, and stakeholder reports.
* Provide clear project updates and manage stakeholder expectations professionally.
* Support community-engagement activities and proactive public communication.
* Respond to stakeholder questions, requests, and concerns within agreed timeframes.
* Assist in resolving conflicts involving authorities, service providers, communities, and project teams.
* Escalate critical or unresolved matters to the Stakeholder Manager with clear recommendations.
* Maintain effective coordination within a complex, multidisciplinary, and multicultural delivery environment.
Ideal Profile
The preferred candidate is a Saudi stakeholder professional with an established understanding of Riyadh\'s government, transport, and utility environment.
* Bachelor\'s degree in Architecture, Civil Engineering, Construction Engineering, or a related discipline.
* Minimum ten years of relevant professional experience.
* At least five years of experience within a rail or transit-development environment.
* Background managing stakeholder engagement on major infrastructure projects.
* Knowledge of government, regulatory, utility, transport, and municipal processes in Riyadh.
* Established professional relationships with relevant Saudi authorities and organizations are preferred.
* Experience coordinating with public authorities, utility providers, and transportation agencies.
* Understanding of utility interfaces, land acquisition, access, and right-of-way requirements.
* Ability to influence and communicate effectively with senior decision-makers.
* Strong negotiation, facilitation, diplomacy, and conflict-resolution abilities.
* Sound judgement when managing sensitive or time-critical stakeholder issues.
* Ability to perform effectively within demanding and fast-moving project environments.
* Fluency in spoken and written Arabic and English.
* Experience working with multicultural and multidisciplinary teams.
