Role Context
The Telecom Engineer - Rail Systems will support the technical review and coordination of operational telecommunications systems for a major railway or transportation project in Riyadh. The role requires strong knowledge of telecom design, railway operations interfaces, network relocation, SCADA connectivity, station information systems, surveillance systems, cabling infrastructure, and IP-based communications. By reviewing contractor deliverables and coordinating with stakeholders, the position helps ensure that telecom systems are compliant, constructible, reliable, and ready to support safe railway operations.
Key Responsibilities
* Perform technical design reviews for railway operational telecommunications systems to confirm compliance with project requirements, contract specifications, and industry standards.
* Review telecommunications design deliverables including specifications, reports, schedules, drawings, technical schematics, calculations, and design narratives.
* Coordinate with internal and external engineering disciplines to support integration of telecommunications systems within the wider rail and infrastructure design.
* Review and approve telecommunications network relocation plans submitted by Design-Build contractors.
* Coordinate assigned telecom activities with contractors, utility providers, government authorities, consultants, project teams, and other stakeholders.
* Investigate field issues affecting property owners, contractors, utility assets, and maintenance operations related to telecom works and utility relocation.
* Review and verify contractor equipment and material requisitions to confirm technical compliance with project requirements.
* Support the resolution of technical issues involving operational telecommunications systems, railway interfaces, utility conflicts, and design coordination gaps.
* Monitor telecom design progress and provide recommendations to support schedule alignment, design quality, and successful project delivery.
* Participate in coordination meetings, design reviews, progress meetings, technical workshops, and stakeholder discussions.
* Review telecom interfaces with SCADA, station information systems, surveillance systems, control systems, IP networks, cabling infrastructure, and railway operational systems.
* Coordinate design matters involving telephony, transmission systems, FTN, GSM-R, copper cabling, fiber optic networks, MPLS, VoIP, and related communications technologies.
* Identify potential technical risks, unresolved interface issues, missing design information, and stakeholder dependencies.
* Prepare review comments, technical notes, coordination records, issue logs, and progress updates related to telecommunications design activities.
* Support project teams in maintaining design quality, systems integration discipline, and telecom compliance across rail and transportation infrastructure workstreams.
Ideal Profile
* Degree, diploma, or professional qualification in Telecommunications, Electronics Engineering, Electrical Engineering, Communications Engineering, Civil Engineering, or a related discipline.
* Saudi National candidate required.
* Minimum 10 years of relevant experience in telecommunications engineering, design review, and technical coordination.
* Strong experience with railway operational telecommunications systems and telecom design for infrastructure projects.
* Strong experience in the design of SCADA systems that interface with railway operations.
* Extensive knowledge of telephony, transmission systems, FTN, GSM-R, copper cabling, fiber optic cabling infrastructure, and related telecom networks.
* Experience with Operational Telecommunications Systems and Station Information and Surveillance Systems.
* Experience designing IP-based networks supporting MPLS and VoIP technologies.
* Ability to review contractor design submissions, technical schematics, specifications, material requisitions, relocation plans, and network drawings.
* Knowledge of international and local telecommunications codes, standards, and railway telecom requirements is preferred.
* IRSE Telecoms Design License or progress toward certification is advantageous.
* Experience using MicroStation, AutoCAD, and telecommunications design software is preferred.
* Previous experience on rail, metro, transit, or transportation infrastructure projects is highly valuable.
* Ability to work within multidisciplinary and multinational project environments.
* Strong technical review, coordination, stakeholder management, and problem-solving skills.
