Role Context

The Construction Manager will lead the delivery of


utilities infrastructure construction and rehabilitation works while ensuring that site activities are safe, coordinated, cost-controlled, and technically compliant. This position supports efficient project execution by managing contractors, resolving utility conflicts, reviewing construction documentation, monitoring schedules and budgets, coordinating permits and inspections, and guiding field teams through critical activities such as trenching, shoring, horizontal directional drilling, pipe installation, testing, tie-ins, shutdowns, commissioning, and handover.

Key Responsibilities

* Lead day-to-day construction management for utility infrastructure projects including mains, service connections, pump stations, substations, duct banks, underground utilities, overhead utilities, and related civil works.
* Develop and manage project execution plans, construction schedules, phasing strategies, work sequencing, resource planning, and site delivery approaches.
* Monitor progress against approved schedules and budgets, then implement corrective actions where delays, productivity issues, or cost overruns arise.
* Coordinate constructability reviews of design documents and provide practical construction feedback to design and engineering teams.
* Manage RFIs, submittals, shop drawings, field orders, change requests, and construction-related documentation.
* Oversee closeout activities including punch lists, as-built documentation, testing records, commissioning support, handover files, and final acceptance requirements.
* Direct contractors, subcontractors, inspectors, and field staff across multiple work sites and active utility construction zones.
* Conduct regular site walks to verify quality, progress, workmanship, safety performance, and compliance with drawings, specifications, permits, and project standards.
* Resolve field conflicts and unforeseen conditions involving utility clashes, access restrictions, site constraints, sequencing issues, and operational interfaces.
* Coordinate construction works with operations, maintenance teams, traffic control, utility owners, municipalities, property stakeholders, and adjacent project teams.
* Chair or participate in weekly progress meetings, technical workshops, contractor coordination meetings, and site issue reviews.
* Enforce a strong safety culture in accordance with company, client, regulatory, and project requirements.
* Review contractor safety plans, job hazard analyses, method statements, permits, and site-specific safety procedures.
* Ensure quality control processes are implemented through inspections, testing, documentation, nonconformance tracking, and corrective action closure.
* Verify that construction activities comply with applicable codes, standards, environmental requirements, permits, and utility authority conditions.
* Respond to safety incidents, quality issues, and nonconformances by supporting investigations and implementing corrective and preventive actions.
* Assist in preparing project budgets, construction cost estimates, quantity reviews, and cost tracking reports.
* Review contractor progress payment applications, quantities, unit rates, and supporting documentation for accuracy.
* Evaluate change order requests, negotiate pricing, assess entitlement, and recommend approval or rejection based on contract requirements.
* Support procurement activities for contractors, vendors, and specialist packages, including bid review and contractor selection input.
* Maintain accurate project documentation including daily reports, photographs, logs, meeting records, correspondence, inspection notes, and construction records.
* Coordinate with public agencies, municipalities, utility owners, regulators, and approval authorities for permits, inspections, clearances, and work authorizations.
* Communicate with property owners, businesses, community representatives, and public stakeholders regarding access, service interruptions, construction impacts, and mitigation actions.
* Provide timely updates on project status, risks, constraints, recovery measures, and stakeholder concerns to internal and external teams.
* Interpret engineering drawings, contract documents, specifications, and construction standards for underground and overhead utility infrastructure.
* Provide technical guidance on trenching, shoring, horizontal directional drilling, open-cut works, pipe installation, testing, tie-ins, shutdowns, restoration, and utility protection.
* Mentor junior staff and field engineers while promoting a collaborative, practical, and solution-oriented project environment.
* Identify opportunities for constructability improvements, cost savings, safer work methods, and more efficient delivery practices.

Ideal Profile

* Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
* Equivalent combination of education and relevant utilities construction experience may be considered.
* Minimum 10 years of progressive experience in heavy civil construction, utility infrastructure construction, or regulated infrastructure delivery.
* Proven experience managing field construction for multi-million-dollar infrastructure projects.
* Strong knowledge of construction methods for underground utilities, overhead utilities, pump stations, substations, duct banks, service connections, and related civil works.
* Demonstrated ability to read and interpret engineering drawings, specifications, contract documents, utility standards, and construction procedures.
* Experience with public works, regulated utilities, procurement requirements, and construction contract administration is preferred.
* Professional Engineer, Certified Construction Manager, or equivalent credential is desirable.
* Familiarity with GIS systems, asset management platforms, Primavera P6, MS Project, and construction management software is an advantage.
* Experience working in live utility environments with tie-ins, shutdowns, outages, diversions, and operational coordination is preferred.
* Strong leadership skills with the ability to oversee multiple contractors, subcontractors, inspectors, and concurrent projects.
* Excellent communication, negotiation, stakeholder coordination, and conflict-resolution abilities.
* Solid understanding of safety regulations, environmental requirements, construction codes, permit conditions, and quality control processes.
* Proficient in Microsoft Office applications and familiar with construction reporting platforms.
* Strong analytical and problem-solving skills with the ability to make sound decisions under time pressure.
* Able to manage project schedule, budget, safety, quality, documentation, and stakeholder expectations in a fast-moving site environment.
