The position will manage the development of new plants, surface facilities, and modifications to existing systems. Role Context
Major field developments require coordinated decisions across engineering, procurement, construction, finance, commercial support, operations, and external contractors. Weak control of scope, cost, or execution can lead to rework, delays, financial losses, and missed production targets.
The Project Manager will provide the direction needed to convert early requirements into viable, fully governed projects. By maintaining disciplined controls throughout the lifecycle, the role will support safe construction, reliable facilities, operational readiness, and long-term business value.
Key Responsibilities
The position will direct project definition, design, procurement, construction, commissioning, acceptance, and final handover.
* Lead technical input into proposals, conceptual studies, and early project-development activities.
* Review background information and determine future project requirements for assigned fields.
* Define, revise, and finalize scopes, objectives, specifications, costs, and implementation phases.
* Evaluate technical feasibility and present alternative execution options when appropriate.
* Transform initial proposals into coherent project plans and delivery strategies.
* Coordinate engineering design, material specifications, procurement, and tendering activities.
* Ensure projects follow applicable codes, practices, technical standards, and company procedures.
* Prepare and approve overall work programs, contractor terms of reference, and working procedures.
* Direct multidisciplinary engineering and project-management teams.
* Manage Project Management Consultants responsible for site supervision and project administration.
* Lead multinational contractors through all phases of project execution.
* Monitor engineering, procurement, construction, commissioning, and start-up performance.
* Initiate bidder prequalification and maintain control over approved tendering arrangements.
* Review contract purchases, subcontract recommendations, and variation orders.
* Manage project and contract budgets, expenditure authorizations, and cost forecasts.
* Coordinate currency requirements, import-duty exceptions, and other financial matters.
* Prepare project safety programs and enforce HSE requirements across all contractors.
* Audit compliance with approved safety procedures and method statements.
* Require remedial action when safety, quality, cost, or schedule deficiencies are identified.
* Establish and monitor quality-control standards across assigned projects.
* Evaluate contractor performance and ensure that agreed corrective measures are completed.
* Protect the technical integrity of surface facilities throughout the project lifecycle.
* Advise management of forecast completion dates and support start-up planning.
* Contribute to operating-team staffing and phased plant-acceptance requirements.
* Evaluate shop fabrication, field fabrication, construction-material, and execution alternatives.
* Coordinate completed plant sections for acceptance by end-user departments.
* Attend Tender Board meetings and provide project financial and technical updates.
* Prepare weekly highlights and monthly progress reports for management.
* Recommend approval or rejection of work programs and execution proposals.
* Deliver projects within approved HSE, quality, cost, schedule, and operational targets.
Ideal Profile
Applicants should hold a bachelor\'s degree in Engineering or an equivalent qualification. PMP certification is required.
A minimum of 12 years of professional experience in oil and gas project engineering or project execution is essential. Candidates must also have at least five years of experience leading multidisciplinary employees, consultants, and contractors.
The successful candidate will understand project contracts, tendering, planning, construction, commissioning, budgeting, and cost control. Strong technical judgement, financial accountability, leadership, negotiation, stakeholder coordination, and executive reporting capabilities are required.
