Context

The Senior Construction Manager will lead the field delivery of utility compound construction works from pre-construction planning through commissioning and turnover. This position is responsible for coordinating civil, structural, electrical, and mechanical construction activities while maintaining strong control over safety, quality, programme, cost, and regulatory compliance. The role supports successful project outcomes by managing contractors, resolving site issues, reviewing constructability, coordinating with engineering and procurement teams, and ensuring that transmission, distribution, substation, and underground utility works are delivered to required standards.

Key Responsibilities

* Lead construction execution for utility compound projects including transmission lines, distribution networks, substations, underground duct banks, overhead systems, and associated civil works.
* Manage projects from notice to proceed through construction, testing, commissioning support, turnover, and closeout.
* Develop detailed construction execution plans, phasing strategies, work sequencing, access arrangements, and site logistics plans.
* Oversee daily construction activities across civil, structural, electrical, and mechanical work fronts to ensure compliance with design documents, utility standards, specifications, and contract requirements.
* Coordinate with engineering, procurement, project controls, commercial teams, and contractors to support an integrated EPC or project delivery approach.
* Review IFB and IFC drawings, specifications, one-line diagrams, schematics, constructability issues, and technical documentation.
* Provide feedback to engineering and project leadership on design optimization, field risks, sequencing constraints, and practical mitigation measures.
* Manage constructability reviews, field change requests, RFIs, submittals, technical queries, and site clarifications to ensure timely resolution.
* Support commissioning and energization activities, including test plans, punch lists, turnover documentation, safety readiness, and handover requirements.
* Champion a strong safety culture across field teams, contractors, subcontractors, inspectors, and project stakeholders.
* Ensure compliance with company safety policies, OSHA requirements, NESC standards, utility safety requirements, environmental permits, and regulatory obligations.
* Conduct or oversee site safety meetings, job hazard analyses, field safety audits, and high-risk activity reviews.
* Enforce stop-work authority where unsafe conditions or uncontrolled risks are identified.
* Ensure quality control and quality assurance processes are implemented, maintained, documented, and verified across construction activities.
* Monitor work against drawings, applicable codes, standards, utility requirements, inspection requirements, and project specifications.
* Coordinate inspections with utility representatives, third-party inspectors, regulatory bodies, and client teams.
* Track and close nonconformances, defects, punch list items, field observations, and quality-related corrective actions.
* Maintain compliance with environmental permits, right-of-way conditions, access requirements, and authority approvals.
* Develop and maintain construction schedules in coordination with project controls and scheduling teams.
* Track field progress against milestones, identify variances, and implement recovery actions to protect schedule performance.
* Support project budgets, forecasts, productivity tracking, unit rate monitoring, and cost performance reviews.
* Identify scope changes, prepare or support change order requests, and assess cost and schedule impacts.
* Review and approve subcontractor invoices, timesheets, progress payments, and quantities based on field verification.
* Provide day-to-day leadership to field teams, subcontractors, supervisors, engineers, and inspectors.
* Set clear expectations for safety, quality, production, reporting, coordination, and field performance.
* Mentor junior construction staff and support training in utility standards, construction methods, and site best practices.
* Serve as the primary construction contact for clients, utility owners, EPC partners, contractors, regulatory agencies, and key stakeholders.
* Lead construction progress meetings, coordination reviews, risk discussions, and stakeholder updates.
* Communicate project status, risks, constraints, recovery plans, and mitigation actions clearly to internal and external stakeholders.
* Collaborate with right-of-way, environmental, permitting, traffic, and community relations teams to coordinate field activities and address public concerns.
* Identify, assess, and mitigate construction risks related to safety, technical interfaces, schedule, cost, permitting, stakeholders, logistics, and live utility conditions.
* Maintain construction risk registers and propose proactive mitigation strategies, contingency actions, and improvement measures.
* Capture lessons learned and promote continuous improvement in construction methods, tools, processes, templates, and field execution practices.

Ideal Profile

* Bachelor’s degree in Construction Management, Civil Engineering, Electrical Engineering, or a related field.
* Equivalent combination of education and extensive utilities construction experience may be considered.
* Minimum 15 years of progressive construction management experience on major infrastructure, utility, power, or industrial projects.
* Strong experience focused on utility compounds, substations, transmission and distribution infrastructure, underground utility networks, or live power environments.
* Proven record managing complex multidisciplinary construction projects safely, on schedule, within budget, and in compliance with quality standards.
* Strong understanding of civil, structural, electrical, and mechanical construction interfaces for utility compounds and power infrastructure.
* Experience managing field construction in live utility environments, including energization constraints, outages, tie-ins, shutdowns, inspections, and turnover requirements.
* Practical knowledge of EPC delivery models, large-scale capital programmes, and multi-contractor project environments.
* Experience working with major utilities, IPPs, transmission owners, operators, contractors, consultants, and regulatory agencies is preferred.
* Professional Engineer license or Certified Construction Manager credential is desirable.
* Strong grasp of project management processes including construction planning, scheduling, cost control, risk management, change control, and progress reporting.
* Ability to read and interpret construction drawings, one-line diagrams, schematics, specifications, utility standards, contract documents, and technical submissions.
* Familiarity with Primavera P6, MS Project, Microsoft Office, field reporting systems, and construction management platforms.
* Strong leadership and team management ability with confidence guiding field teams, contractors, subcontractors, and multidisciplinary stakeholders.
* Excellent communication, negotiation, conflict-resolution, and stakeholder management skills.
* Strong problem-solving ability with the confidence to make practical field decisions under time pressure.
