Role Context

The Senior Project Controls Manager - Utilities will provide strategic oversight across a portfolio of large, multi-year utility projects where schedule certainty, cost visibility, regulatory compliance, risk control, and reliable reporting are essential to capital program success. The position partners with project leadership, finance, procurement, engineering, construction, operations, environmental, regulatory, and corporate reporting teams to improve decision-making, maintain accurate project data, and support delivery of utility infrastructure within approved time, cost, and governance parameters.

Key Responsibilities

* Lead the development and implementation of project controls strategies, standards, procedures, and governance methods for utility capital projects and programs.
* Manage, mentor, and develop planners, schedulers, cost engineers, reporting analysts, and project controls professionals.
* Serve as a senior advisor to project and program leadership on schedule performance, cost trends, risks, forecast accuracy, and delivery concerns.
* Drive continuous improvement in project controls systems, reporting processes, analytics, and governance practices aligned with recognized industry standards.
* Oversee development, integration, and maintenance of detailed project and program schedules.
* Ensure schedules reflect realistic work sequencing, resource constraints, outage windows, permitting activities, environmental requirements, regulatory approvals, and utility construction constraints.
* Monitor schedule performance and conduct schedule health checks to identify logic issues, slippage, float concerns, and critical path exposure.
* Develop recovery plans, acceleration strategies, and scenario analysis for major projects and portfolio-level delivery risks.
* Conduct schedule risk analysis and what-if planning to support leadership decisions on phasing, sequencing, resource allocation, and program priorities.
* Lead the establishment of project baselines, including budgets, cash flows, cost breakdown structures, contingency planning, and reporting controls.
* Oversee cost tracking, forecasting, earned value management, variance analysis, and root-cause reviews.
* Ensure accurate monthly cost reporting covering commitments, actual costs, contingencies, forecast at completion, and budget movements.
* Coordinate with finance, procurement, project management, and commercial teams to reconcile project financials and align with corporate reporting requirements.
* Implement and maintain risk management processes, including risk registers, qualitative assessments, quantitative assessments, mitigation plans, and ownership tracking.
* Oversee project change management by reviewing change requests, assessing cost and schedule impacts, supporting approval processes, and ensuring proper documentation.
* Manage contingency development and utilization with clear governance, transparency, and accountability around drawdowns.
* Develop standardized dashboards, reports, portfolio summaries, and executive reporting packs for leadership, sponsors, and regulatory stakeholders.
* Present schedule, cost, risk, change, and performance updates at governance forums, steering committees, and portfolio review meetings.
* Ensure compliance with internal governance frameworks, regulatory requirements, audit standards, and reporting expectations.
* Collaborate with engineering, construction, operations, environmental, regulatory, procurement, real estate, finance, and field teams to integrate project controls data.
* Act as a liaison between field project teams and corporate functions to resolve project controls issues and align delivery priorities.
* Support external reporting and regulatory filings where required, including capital plans, program updates, public agency reporting, and rate case support.
* Own and optimize project controls systems and tools, including scheduling platforms, cost management systems, business intelligence tools, and reporting databases.
* Ensure project controls data is accurate, consistent, complete, traceable, and reliable across all functions and reporting cycles.
* Champion digitalization initiatives, automation of reporting, data analytics, dashboard development, and integration of field data into project controls workflows.
* Track key performance indicators including schedule adherence, forecast accuracy, reporting quality, risk mitigation effectiveness, stakeholder satisfaction, and team development.

Ideal Profile

* Bachelor’s degree in Engineering, Construction Management, Finance, Business, Project Management, or a related field.
* Master’s degree in a related discipline is preferred.
* Minimum 10 years of progressive project controls experience, including at least 5 years in a project controls leadership role.
* Significant experience in the utilities sector, including electric transmission and distribution, gas infrastructure, water, wastewater, generation, or similar regulated infrastructure.
* Proven track record managing project controls for large, complex, multi-year capital programs or portfolios.
* Deep knowledge of planning, scheduling, cost control, earned value management, risk management, change management, and governance reporting.
* Strong understanding of utility project lifecycles, including permitting, right-of-way, outage coordination, construction constraints, environmental requirements, and regulatory oversight.
* Proficiency in scheduling software, cost management tools, business intelligence tools, and project controls reporting systems.
* Experience with PowerBI, Tableau, or similar analytics tools is highly desirable.
* Strong analytical and problem-solving ability with confidence interpreting complex project data and converting it into clear leadership insights.
* Excellent communication and presentation skills for senior executives, project sponsors, regulators, field teams, and non-technical stakeholders.
* Strong people management, coaching, and team development capability.
* Ability to work effectively in a matrixed environment while managing multiple priorities across a portfolio of projects.
* Familiarity with AACE, PMI, earned value, schedule risk, cost forecasting, project controls governance, and capital program reporting practices is valuable.
