Role Context

The Senior


Project Manager will lead end-to-end delivery of multidisciplinary utility compound projects where design coordination, procurement readiness, construction sequencing, commissioning, and stakeholder alignment must work together without delay. This position provides the leadership structure needed to manage contractors, consultants, project controls, commercial teams, HSE specialists, quality teams, and client representatives while protecting scope, schedule, cost, safety, quality, and operational readiness. The role is central to delivering reliable utility infrastructure that supports major development programmes in Saudi Arabia.

Key Responsibilities

* Lead planning, execution, delivery, handover, and closeout of utility compound projects from early development through operational acceptance.
* Define project execution strategies, implementation plans, delivery milestones, and stage-gate requirements in line with corporate and client expectations.
* Establish project governance, team responsibilities, communication protocols, reporting structures, and decision-making processes.
* Provide clear leadership to multidisciplinary teams and align project contributors with delivery priorities, performance targets, and client requirements.
* Develop and manage the integrated project management plan covering scope, schedule, cost, quality, risk, communications, procurement, construction, and handover.
* Work with planning and project controls teams to establish baselines for programme, budget, progress measurement, reporting, and performance tracking.
* Monitor schedule and cost performance, identify early variances, and drive corrective or recovery actions with responsible teams.
* Manage scope changes, variations, and project impacts through formal change control, ensuring proper assessment, approval, and documentation.
* Coordinate with Design Directors, design managers, technical teams, and consultants to ensure timely and coordinated design outputs.
* Ensure design deliverables support procurement, construction, commissioning, operations, constructability, and HSE-by-design principles.
* Lead multidisciplinary interface coordination across civil, structural, architectural, MEP, power systems, protection and control, SCADA, utilities, access roads, and site infrastructure.
* Oversee resolution of key technical issues and ensure lessons learned are captured, shared, and applied to future delivery decisions.
* Support procurement strategy for major packages including civil works, buildings, MEP, equipment, power systems, specialist systems, and construction services.
* Work with commercial and procurement teams to prepare tender documents, evaluate bids, support negotiations, and recommend contract awards.
* Manage contractor performance against contract requirements, including progress, quality, HSE, coordination, documentation, commercial obligations, and delivery outputs.
* Review major contract changes, claims, payment matters, and final accounts in coordination with commercial and contract teams.
* Oversee site execution of civil, structural, architectural, MEP, utility, and compound infrastructure works.
* Coordinate construction sequencing, temporary works, site access, logistics, interfaces, and workfront priorities to reduce clashes and downtime.
* Ensure testing and commissioning plans are developed, coordinated, and implemented for power systems, MEP systems, building systems, SCADA, fire and life safety, and related assets.
* Lead or support project handover activities including punch lists, as-built documentation, operation and maintenance manuals, training records, certifications, and operations acceptance.
* Promote and enforce a strong HSE culture across project teams, contractors, subcontractors, consultants, and site personnel.
* Ensure project HSE plans, risk assessments, permits, method statements, and critical controls are prepared, approved, and implemented effectively.
* Oversee quality plans, inspection and test plans, QA/QC processes, nonconformance closure, inspection records, and acceptance documentation.
* Ensure compliance with applicable codes, standards, utility design criteria, regulatory requirements, permit conditions, and client procedures.
* Establish and maintain risk and issue registers, leading risk identification, assessment, mitigation planning, contingency planning, and escalation.
* Act as a primary project contact for clients, utility owners, authorities, contractors, consultants, and key stakeholders.
* Manage stakeholder expectations through timely communication, transparent reporting, practical issue resolution, and clear decision tracking.
* Provide regular project status reports covering schedule, cost, risk, HSE, quality, procurement, construction progress, decisions, and key actions.
* Define and track project KPIs including schedule performance, cost performance, change volume, HSE results, quality performance, defects, rework, and handover readiness.
* Lead monthly progress meetings, steering committees, executive reviews, technical coordination meetings, and project performance discussions.
* Drive continuous improvement by capturing lessons learned and applying improvements to delivery processes, team coordination, and project controls.
* Lead and mentor project engineers, coordinators, planners, HSE personnel, quality staff, commercial team members, and other project delivery professionals.
* Allocate resources effectively and maintain clear accountability across internal teams, consultants, contractors, and delivery partners.
* Foster a collaborative, solution-focused project culture across design, construction, commercial, operations, and client teams.

Ideal Profile

* Bachelor’s degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or a related field.
* Minimum 15 years of progressive project management experience on major construction, infrastructure, utilities, energy, or industrial projects.
* Significant exposure to utility compounds, substations, switching facilities, control compounds, utility hubs, or similar industrial and utility facilities.
* Proven record delivering multidisciplinary projects from initiation through design coordination, procurement, construction, testing, commissioning, handover, and closeout.
* Strong project management capability across scope, schedule, cost, risk, quality, procurement, stakeholder management, and change control.
* Solid understanding of civil, structural, architectural, MEP, power systems, protection and control, SCADA, and site infrastructure interfaces.
* Experience working with utility or energy clients and within multi-contract or programme delivery environments is preferred.
* Familiarity with FIDIC or similar standard forms of contract and their commercial, time-related, and change management provisions is desirable.
* Master’s degree in Project Management, Engineering, Business, or a related discipline is preferred.
* PMP certification or equivalent professional project management credential is an advantage.
* Skilled in managing contractors, consultants, technical specialists, commercial teams, project controls teams, and client representatives.
* Strong leadership, team management, negotiation, problem-solving, and decision-making ability under time and operational pressure.
* Proficient with project management and planning tools such as Primavera P6, MS Project, and Microsoft Office.
* Strong written and verbal communication skills, including report writing, presentations, executive updates, and client-facing communication.
* Able to manage complex interfaces, competing priorities, critical risks, and high-value project decisions in a fast-paced infrastructure environment.
